Mayor Payne spoke about the recent Federal ICE Agent activity in Olympia and asked
Interim Police Chief Parker to provide additional comments.
1.B APPROVAL OF AGENDA
Agenda item 5B - Public Hearing and Approval of an Ordinance setting 2026 Regular
Ad Valorem Tax - First and Final Reading and item 5C - Public Hearing and Approval
of an Ordinance setting 2026 Excess Ad Valorem Tax - First and Final Reading will be
a Public Hearing only, with action to follow at a future meeting.
The agenda was approved as amended.

adopt the Consent Calendar. The motion carried by the following vote:

Councilmember Cooper, seconded by Councilmember Gilman moved to
approve on first reading, and forward to second reading, an ordinance
imposing the Councilmanic Public Safety Sales and Use Tax authorized by
HB-2015 of One-Tenth of One Percent (0.1%).

Councilmember Cooper, seconded by Mayor Payne moved to approve on
first reading, and forward to second reading, an Ordinance amending
Chapters 5.04 and 5.05 of the Olympia Municipal Code and the City's B&O
tax program.

2024 Consolidated Annual Performance and Evaluation Report
Senior Program Specialist Anastasia Everett presented the Community Development
Grant Program 2024 consolidated annual performance and evaluation report.
The Mayor opened the public hearing at 6:50 p.m.
No one spoke.
The public hearing remains open through the close of business on Friday, November
14.
The public hearing was held and left open.
5.B 25-0943 Public Hearing and Approval of an Ordinance setting 2026 Regular Ad
Valorem Tax - First and Final Reading
Senior Budget and Finance manager Joan Lutz presented information on the 2026
regular Ad Valorem tax.
The Mayor opened the public hearing at 6:56 p.m.
No one spoke.
The public hearing closed at 6:57 p.m.
The public hearing was held and closed.
5.C 25-0944 Public Hearing and Approval of an Ordinance setting 2026 Excess Ad
Valorem Tax - First and Final Reading
Senior Budget and Finance manager Joan Lutz presented information on the 2026
excess Ad Valorem tax.
The Mayor opened the public hearing at 6:57 p.m.
No one spoke.
The public hearing closed at 6:57 p.m.

6.A 25-0946 City of Olympia Equity Strategic Plan Briefing
Cultural Access Senior Program Specialist and Belonigng and Equity Action Team
member Amelia Layton provided a briefing on the City of Olympia Equity Strategic
Plan.
Councilmembers discussed and asked clarifying questions.
The discussion was completed.
6.B 25-0936 Approval of a Resolution Accepting the Olympia 2045 Land Use &
Urban Design Chapter of the Comprehensive Plan
Senior Planner David Ginther presented the Olympia 2045 Land Use & Urban Design
Chapter of the comprehensive plan.
Councilmembers discussed and asked clarifying questions.
Councilmember Cooper, seconded by Councilmember Vanderpool moved to
approve a Resolution accepting the updated Land Use and Urban Design
Chapter of the Olympia 2045 Comprehensive Plan. The motion passed by the
following vote:

Councilmember Gilman, Councilmember Green and
Councilmember Vanderpool

6.C 25-0968 2026 Preliminary Operating Budget Update
Finance Director Michael Githens and Cultural Access Senior Program Specialist and
Belonigng and Lodging Tax Advisory Committee liaison Amelia Layton provided an
update on the 2026 preliminary operating budget.
Councilmembers discussed and asked clarifying questions.
The discussion was completed.

(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure
Law for political campaigns, speakers will not be permitted to make public comments before the Council
in these two areas: (1) where the public testimony may implicate a matter on which the City Council will
be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a
candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
