Mayor Payne shared that Dr. Stacy Hicks, long time advocate for Olympia, who
served on both the Arts Commission and Heritage Committee recently passed away,
and expressed condolences.
1.B APPROVAL OF AGENDA
The agenda was amended to remove item 10.A - Closed Session Pursuant to RCW
42.30.140 (4)(b) - Labor Negotiations to move the item to the November 25, 2025
Council Meeting Agenda.
The agenda was approved.

Approval of the Consent Agenda
Councilmember Green moved, seconded by Councilmember Madrone, to
adopt the Consent Calendar. The motion carried by the following vote:

5.A 25-0783 Public Hearing to Consider an Ordinance Declaring a Continuing State
of Public Health Emergency Related to Houselessness - First and
Final Reading
Community Planning and Economic Development Director Susan McLaughlin
presented information on the continuing state of public health emergency related to
houselessness.
The Mayor opened the public hearing at 7:22 p.m.
No one spoke.
The public hearing closed at 7:23 p.m.
The public hearing was held and closed. Councilmember Madrone,
seconded by Councilmember Cooper moved to approve an ordinance
declaring a continuing state of public health emergency related to
houselessness. The motion passed with the following vote:

5.B 25-0981 Public Hearing on the 2026 Preliminary Operating Budget, Utility
Rates, General Facility Charges, Parking Rates and Impact Fees
Finance Director Michael Githens presented information on the 2026 preliminary
operating budget, utility rates, general facility charges, parking rates and impact fees.
The Mayor opened the public hearing at 7:38 p.m.

6.A 25-0995 City of Olympia 2026 Draft Legislative Agenda Items Discussion
Legislative Liaison Susan Grisham along with Capitol Path Consultants Kyla Shkerich
Blair and Daniel Pailthorp presented the Olympia 2026 draft Legislative agenda items.
The Councilmembers discussed and asked clarifying questions.
The discussion was completed.
6.B 25-0938 Approval of a Resolution Accepting the Updated Draft Housing
Chapter of the Olympia 2045 Comprehensive Plan
Associate Planner Casey Schaufler presented the updated draft Housing Chapter of
the Olympia 2045 Comprehensive Plan.
The Councilmembers discussed and asked clarifying questions.
Councilmember Madrone, seconded by Councilmember Cooper moved to
approve a Resolution accepting the updated Housing Chapter of the Olympia
2045 Comprehensive Plan. The motion passed with the following vote:

Planning Manager Joyce Phillips presented information on the Missing Middle
Housing code amendments.
The Councilmembers discussed and asked clarifying questions.
Councilmember Vanderpool, seconded by Councilmember Madrone moved
to approve on first reading, and forward to second reading, an ordinance
adopting middle housing code amendments. The motion passed with the

Coordinator Natalie Weiss presented the Climate Action and Resilience chapter of the
Olympia 2045 Comprehensive Plan.
The Councilmembers discussed and asked clarifying questions.

approve a Resolution accepting the Climate Action and Resilience Chapter
of the Olympia 2045 Comprehensive Plan. The motion passed with the

Thurston County Food Bank
Assistant City Manager Stacey Ray provided information about the Thurston County
Food Bank and their current needs.
Councilmembers discussed and asked clarifying questions.
Councilmember Cooper, seconded by Mayor Payne, moved to approve
$30,000 in funding support for the Thurston County Food Bank. The motion
passed with the following vote:

9. CITY MANAGER'S REPORT AND REFERRALS
City Manager Burney reported that Thursday is the annual Adopt-a-Family silent
auction and soup fundraiser. City Manager Burney also expressed his condolences to
the families of Steven Nelson and Roland Ireland, former City of Olympia employees
who passed away this past week.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
