BUSINESS ITEM 2.A 25-1009 Intercity Transit Bus Routes Briefing Intercity Transit Communications Officer Nick Demerice presented Intercity Transit's plans for a major service expansion in May 2026 including a near-complete network redesign, introducing 25 new routes (for a total of 29) and a high-frequency corridor with bus rapid transit features. Councilmembers asked clarifying questions. The study session was completed. 2.B 25-1003 Flock Automated License Plate Reader Camera Briefing Interim Police Chief Shelby Parker presented information regarding Flock Automated License Plate Reader (ALPR) cameras using deployed in 2024 using a state grant and the 2025 contract amendment that strictly limits data access to City-approved or legally required requests. She also shared information regarding an Independent review from the University of Washington which confirmed Olympia’s strong privacy safeguards and how technology has aided investigations. Chief Parker expressed that she recognizes legitimate community concerns about privacy and immigration enforcement, and aims to build trust and equity in public safety decisions. She noted that federal data-access rules changing and potential ALPR vulnerabilities needing review, the department believes the most responsible action is to suspend the system while it fully evaluates risks and monitors state and federal developments. Councilmembers asked clarifying questions and discussed the issue. The Council shared support for the suspension of the Flock ALPR system. Interim Chief Parker shared that the cameras will be covered until they can be removed. Councilmembers expressed the desire to explore the creation of a surveillance policy.
