PUBLIC HEARING 5.A 25-1029 Public Hearing - Consideration of a Vacation Petition for a Right-of-Way along Garfield Avenue Abutting West Bay Drive City Surveyor Adam Dreller, PLS presented information on the proposed vacation Petition for a right-of-way along Garfield Avenue abutting West Bay Drive The Mayor opened the public hearing at 6:23 p.m. City of Olympia Page 3 City Council Meeting Minutes December 9, 2025 Joel Finch spoke. The public hearing closed at 6:27 p.m. The Public Hearing was held and closed. Councilmember Gilman, seconded by Councilmember Madrone moved to approve the petition to vacate, direct staff to prepare a Vacation Ordinance, and require payment to the City of one-half the appraised value. The motion passed with the following vote: Aye: 6 - Mayor Payne, Councilmember Cooper, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool Nay: 1 - Mayor Pro Tem Huỳnh 5.B 25-1030 Public Hearing - Consideration of a Vacation Petition for an Alley Right-of-Way South of Legion Way, between Adams and Jefferson Street City Surveyor Adam Dreller, PLS presented information on the proposed vacation Petition for a right-of-way South of Legion Way, between Adams and Jefferson Street The Mayor opened the public hearing at 7:05 p.m. No one spoke. The public hearing closed at 7:05 p.m. The Public Hearing was held and closed. Councilmember Cooper, seconded by Councilmember Gree moved to approve the petition to vacate, direct staff to prepare a Vacation Ordinance, and require payment to the City of one-half the appraised value. OTHER BUSINESS 6.A 25-0887 Approval of an Ordinance Adopting Olympia 2045 Comprehensive Plan and Associated Development Regulation Updates Planning Manager, Joyce Phillips presented information on the Olympia 2045 Comprehensive Plan and Associated Development Regulation Updates. The Council discussed and asked clarifying questions. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 8.A 25-1045 Consider a Referral Regarding Speed Enforcement Cameras The referral was postponed. 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney reported that the CIty staff Holiday Light parades have started and encouraged the Council and community members to attend the final event on December 18 in Southeast Olympia, the route map can be found on the City's website. 10. EXECUTIVE SESSION 10.A 25-1046 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation Mayor Payne recessed the meeting to Executive Session at 8:14 p.m. pursuant to RCW 42.30.110(1)(i) to discuss litigation and potential litigation. He announced the Council would meet no more than 60 minutes and no decisions would be made. Mayor Payne called the Executive Session of the Olympia City Council to order at 8:23 p.m. The executive Session was adjourned at 9:21 p.m. The City Attorney was present at the Executive Session. 10.
