The meeting was called to order at 8:31 a.m.

2. APPROVAL OF MINUTES
2.A 14-0512 Approval of March 18, 2014 Civil Service Commission Meeting
Minutes
The minutes were approved.
3. BUSINESS ITEMS
3.A 14-0511 Approval of Entry Level Police Officer Register
Ms. Micheau reported that 75 candidates were process through the Phase 1 and
interviews, six candidates passed all tests and were placed on the Entry Level
Register. Commissioner Soule noted the Commission consistently looks at the Equal
Employment Opportunity table and wonders why it’s so heavily dominated by
White/Caucasian applicants. He also stated that he understands that, at some level,
it is beyond the City’s control.
Ms. Cleveland responded that one idea is to go to where the candidates are, out into
our community, to civic groups and let everyone know the type of candidates that
Olympia Police Department (OPD) is looking for in police officers. She stated that
ideally, Human Resources & Olympia Police Department could put together a group
to work on recruiting issues.

Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the Entry Level Police Officer Register. The motion carried by the following
vote:
Aye: 2 - Chair Villegas Bremer and Commissioner Soule
Excused: 1 - Commissioner Callner
3.B 14-0562 Approval of Advanced Entry Police Officer Register
Ms. Micheau reported that Advanced Entry Candidates are accepted on a continuous
basis. There were 18 candidates processed through the Phase 1 and interviews, 3
candidates passed all tests and were placed on the Advanced Entry Police Officer
Register.
Chair Villegas-Bremer asked what the Phase 1 Suitability Test includes. Ms.
Cleveland explained that it’s a four-hour test that identifies personality traits; the
Wonderlic Test is also portion of it. It used to be administered as part of the
psychological test, but has been moved closer to the beginning of the process.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the Advanced Entry Police Officer Register. The motion carried by the
following vote:

Excused: 1 - Commissioner Callner
4. ADJOURNMENT
The meeting adjourned at 8:49 a.m.
