CALL TO ORDER The meeting was called to order. 1.A ROLL CALL Present: 4 - Chair Holly Davies, Commissioner Garner Miller, Commissioner Rachel Newmann, and Commissioner Mark Rentfrow Excused: 3 - Vice Chair Dwayne Harkness, Commissioner Luke Howard, and Commissioner Nicholas Vann STAFF PRESENT Deputy City Attorney Darren Nienaber Historic Preservation Officer Michelle Sadlier Principal Planner Todd Stamm 2. BUSINESS ITEMS 2.A 14-0765 Review of Requirements and Protocols for the Heritage Review Committee under the Open Public Meetings Act HRC members and staff discussed how the Committee’s meetings will meet the requirements of the Open Public Meetings Act. The group agreed to the following provisions: · Americans with Disabilities Act (ADA) Compliance - Past meetings have typically taken place at the site of the proposed development. On-site review of details typically only occurs from outside of the building. If ADA compliance cannot be met at the site of proposed development, meetings can take place at City Hall. Released agendas will include standard “Accommodations” language so that City staff can respond to the accessibility needs of all participants. · Public Notification - All meetings of the HRC will be publicly noticed as Special Meetings as follows: City of Olympia Page 1 Heritage Commission Meeting Minutes June 6, 2014 o Agenda to be released at minimum five (5) days in advance of the meeting. Agenda to be emailed to HRC members, relevant Recognized Neighborhood Association(s), and newspapers of record. o Agenda to be posted at City Hall and, where different, at the location of the meeting twenty-four (24) hours in advance of the meeting. It was suggested that the project proponent be responsible for posting the sign, as is done with permits. There was also discussion about ensuring that the sign itself is ADA accessible. · Location of Meeting - Where ADA compliance can be met at the site of the proposed development, the project proponent will be offered the choice of an on-site meeting or a meeting at City Hall. · City Hall Meeting Preparation - Meetings held at City Hall will require enough visual documentation of the site (including photographs and project plans/elevations) for the HRC to effectively review the proposal. · Quorum - A quorum of the HRC (currently numbered at seven (7) members) is required to make recommendations. Where a quorum is not present: o The HRC can declare a continuance of the meeting within 24 hours, or reschedule the meeting if the new meeting will be more than 24 hours after the original meeting; or o If the HRC members present determine that the proposal constitutes “minor work” as described in OMC 18.12.090 B.4, the members present can provide advice to the Historic Preservation Officer, who will complete the review of the application. · Record of the Meeting - The Historic Preservation Officer will make notes of key issues and recommendations made during the meeting. The official minutes of the meeting and these notes will constitute the record of the meeting. The Historic Preservation Officer will submit Certificates of Appropriateness to the Building Official. No formal reports of the HRC meeting will be prepared for the applicant. The discussion was completed. 3.
