CALL TO ORDER The meeting was called to order at 8:43 a.m. 1.A ROLL CALL Present: 3 - Chair Linda Villegas Bremer, Commissioner Reiko Callner, and Commissioner Oscar Soule STAFF PRESENT Amy Cleveland, Chief Examiner/Secretary Tami Micheau, Human Resources Pat Dale, Assistant Fire Chief Mike Buchanan, Fire Captain Rich Allen, Police Sergeant OTHERS PRESENT Christopher Fayant, Applicant 2. APPROVAL OF MINUTES 14-0589 Approval of June 3, 2014 Civil Service Commission Meeting Minutes The minutes were approved. 3. BUSINESS ITEMS 3.A 14-0591 2014 Entry Level Firefighter Process Amy Cleveland reported there will be a change in the written exam. The new test will be through IPMA (International Public Management Association). This written exam is more of a traditional written exam, rather than the video, situational response type exam. Amy spent time reviewing the technical report, spoke with employees at IPMA, and is very comfortable with this exam. Commissioner Callner asked; the IPMA test and those aspects on logical reasoning; is that replacing what was on the video based exam or supplementing it? Amy responded; it's replacing it, it's a more traditional pen and paper exam. Commissioner City of Olympia Page 1 Civil Service Commission Meeting Minutes June 17, 2014 Villegas-Bremer asked; has this been discussed with the labor group and what has been their feedback? Pat Dale responded; the president of their local union is totally supportive of it. Amy Cleveland commented that, in general, the union is more focused on existing employee's rather than candidates. The report was received. 3.B 14-0590 Appeal of Removal from Entry Level Police Officer Register The recording was stopped at 9:00 a.m. and the applicant was advised of the appeal process. The recording started again at 9:35 a.m., Chair Villegas-Bremer stated that the commission is asking the Chief Examiner to write a letter saying that the commision will uphold the decision that has been made by the Police Department and the Chief Examiner. Appeal upheld. 4. ADJOURNMENT The meeting adjourned at 9:36 a.m. City of Olympia Page 2
