1. CALL TO ORDER
Chair Mary Corso called the meeting to order at 6:00 p.m.

Present: 12 - Chair Mary Corso, Vice Chair Sarah Adams, Boardmember Cynthia
Collins, Boardmember Ken Adney, Boardmember Janis Dean,
Boardmember Jeannine Kempees, Boardmember Bobbi Kerr,
Boardmember Connie Phegley, Boardmember David Rauh,
Boardmember Phil Rollins, Boardmember Jeffrey Trinin, and
Boardmember Sunday Williams
Absent: 1 - Boardmember Ruthann Goularte
2. INTRODUCTION OF BOARD MEMBERS
All board members were introduced and spoke about why they joined the PBIA board.
3. BOARD CHAIR PRESENTATION
Chair Corso gave a presentation that outlined the structure of the PBIA, authorized
expenditures outlined by RCW 35.87A and the 2014 PBIA budget. In addition, Chair
Corso highlighted previous PBIA accomplishments including the art bench program,
banners, flower baskets, downtown for the holidays decorating contest, art
installations, downtown cleanup event sponsorship and social media training for
merchants.
4. BOARD COMMITTEE UPDATES
The Marketing, Partnerships, and Clean & Safe Committee Chairs gave a
presentation about their respective committee's 2014 work plan.
Partnership Committee Chair Cynthia Collins explained that their committee's 2014
focus is to both leverage resources with stakeholder groups and to improve
communication with PBIA ratepayers. Ms. Collins has been meeting with other
stakeholder groups and informing them about the PBIA Board work plans and
opportunities to partner. In addition, the partnership committee has taken lead on
producing a quarterly newsletter than is sent to all ratepayers. The committee has
also surveyed the ratepayers to obtain feedback about 2014 workplans.

Clean & Safe Committee Chair Sarah Adams briefed attendees on their progress with
community safety meetings, the installation of cigarette butt recycling containers on
4th Avenue, participation in Artesian Commons planning, contributions to the
Downtown Ambassador Program, and graffiti abatement efforts.
Marketing Committee Chair Janis Dean gave an update on marketing the City's
parking meter token program, forming a consistent marketing campaign which
emphasizes downtown's independently-owned business base, flower baskets, and the
itsyourolympia.com website.
5. DOWNTOWN PROJECT UPDATE
Downtown Liaison Brian Wilson briefed the board on the City's Downtown Project
phase III. The Downtown Project is a multi-pronged approach toward accomplishing
the City Council goal of creating a safe and welcome downtown for everyone to enjoy.
Key 2014 projects include lighting up several alleyways in downtown, expansion of the
walking patrol, expansion of the clean team, updating the Alcohol Impact Area banned
product list, Crime Prevention Through Environmental Design, and establishment of
drug free zones.
