The meeting was called to order at 8:30 a.m.

3. BUSINESS ITEMS
3.A 14-0701 OFD Lieutenant Paramedic and Medical Services Officer Classification
Specification Changes
Deputy Chief Wright reported the Olympia Fire Department (OFD) has had Paramedic
Lieutenants for 40 years; we have one per shift. Due to recent retirements, OFD saw
this as a good time to better define that this was a medical job and that it was
associated with the line, or the shift. Many of the changes include changing the
position name and taking away pieces of fire duty. Line Medical Officers will be doing
medical training in the system called OTEP (Ongoing Training and Evaluation
Program) and DEFIB. They will also work with new paramedics.
Commissioner Callner asked if the Line Medical Officer goes out on a call, and there's
not a medical issue, but it's a really busy fire; are they not supposed to participate?

Deputy Chief Wright responded that they are firefighters, but not fire officers. Line
Medical Officers are regular shift paramedics with training responsibilities, and when
they are not training they are operating as medics.
Deputy Chief Wright reported that the Medical Services Officer gives Medic One a
single point of contact when managing the paramedics at OFD, as a coordinating
point. All Olympia firefighters are EMT's (Emergency Medical Technicians) and they
need ongoing training each year with a three year recertification program, which
requires a fair amount of labor intensive paperwork. So the Medical Services Officer
would get help from the Line Medical Officers to ensure this happens smoothly.
OFD's total number of EMT's has gone up from 56 to 71 Firefighter/EMT's.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the Medical Officer classification changes. The motion carried by the
following vote:

3.B 14-0702 OFD Medical Services Officer Testing
Amy Cleveland reported the Medical Services Officer testing process that is proposed
includes an oral interview weighted at 40% and a presentation and written assignment
weighted at 60%. Since the training is such a big part of this position, the candidates
will have a written assignment they prepare ahead of time and they will present that to
the panel.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the proposed testing process. The motion carried by the following vote:

3.C 14-0703 Removal of Names from Entry Level Police Officer Register
Amy Cleveland reported the removal of three names from the Entry Level Police
Officer Register. The candidates were notified in writing.
The report was received.
