CALL TO ORDER The meeting was called to order at 8:36 a.m. 1.A ROLL CALL Present: 3 - Chair Linda Villegas Bremer, Commissioner Reiko Callner, and Commissioner Oscar Soule STAFF PRESENT Amy Cleveland, Chief Examiner/Secretary Tami Micheau, Human Resources Pat Dale, Assistant Fire Chief Greg Wright, Deputy Fire Chief 2. APPROVAL OF MINUTES 2.A 14-0808 Approval of July 15, 2014 Civil Service Commission Meeting Minutes The minutes were approved as amended. 3. BUSINESS ITEMS 3.A 14-0809 Approval of Entry Level Police Officer Register Ms. Micheau reported 46 candidates were processed through Phase 1 testing and interviews, and four candidates passed all tests and were placed on the Entry Level Register. Commissioner Villegas-Bremer asked for an explanation of Phase 1. Ms. Cleveland explained it's a written, pre-psychological test where candidates are scored between 1 and 7; 6’s and 7’s are automatically disqualified. In the Police Department, approximately 25% of candidates are eliminated through Phase 1 testing. Commissioner Callner moved, seconded by Commissioner Soule, to approve the register. The motion carried unanimously. Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner Soule City of Olympia Page 1 Civil Service Commission Meeting Minutes August 19, 2014 3.B 14-0811 Certification of Firefighter/Paramedic Register Ms. Micheau reported the list from Thurston County Medic One contained five eligible candidates. One declined, four completed the Phase 1 testing, and three candidates passed the interviews and are on the Firefighter/Paramedic Register. Commissioner Callner asked if this was a promotional position. Mr. Dale responded it's entry level. Commissioner Soule asked whether it is odd that someone wouldn’t pass the interviews after passing the Medic One test. Ms. Cleveland responded that the Medic One test is more focused on technical and medical skills, but the oral board is focused more on interpersonal and team skills. Mr. Wright added it's a multi-step process; there are book-smart paramedics who don’t pass the protocol tests because they can’t relate to actually treating people. The list from Thurston County Medic One contains candidates Medic One believes can interact with patients, but some don’t work well in the team setting. Fire departments are looking for candidates who can work work well in a team setting. Some candidates fail the physical fitness test, but that wasn’t the case here. Commissioner Soule moved, seconded by Commissioner Callner, to approve the register. The motion carried unanimously. Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner Soule 3.C 14-0813 Certification of Medical Services Officer Promotional Register Ms. Cleveland reported four candidates participated in this promotional exam. The process included a written assignment as well as a presentation based on that assignment, and an oral board. Three of the four candidates passed both exams and are ranked on the register. The next step is the Chief's interview and appointment of one candidate. Commissioner Callner moved, seconded by Commissioner Soule, to approve the register. The motion carried unanimously.
