APPROVAL OF MINUTES 3.A 14-0792 Approval of June 12, 2014 PBIA Board Meeting Minutes Boardmember Rauh moved, seconded by Vice Chair Adams, to approve the June 12, 2014 minutes. PUBLIC COMMENT There was no public comment. 5. ANNOUNCEMENTS Boardmember Phegley distributed an informational sheet on an upcoming event for the Olympia Free Clinic. Boardmember Rauh reported on the recent de-escalation training hosted by the Thurston County Public Health Department. The Board discussed the need for a similar training to be held in downtown. 6. DOWNTOWN AMBASSADOR UPDATE Downtown Ambassador Program Manager Rob Richards reported: - Ambassador Program will work with Health Department to reschedule de-escalation training downtown. The Board encouraged an off-hours time to ensure better attendance. Chair Corso expressed the importance of promoting this training. - The Ambassadors and Clean Team assisted the new toy store, Captain Little, in unloading a delivery truck and provided emphasis clean-up on the 100 block of 5th Ave. E. Grand opening is scheduled for Saturday, August 16, 2014. - Mr. Richards reported Capital Recovery Center is in the process of transitioning from a staffing perspective. The organizational changes will not affect Ambassador program's ability to meet the agreed upon scope of services. Currently, the program is exceeding the contracted scope. - Boardmember Dean requested the Clean Team to focus on alleys. - Boardmember Phegley expressed an interest in seeing the Clean Team acquire health benefits. - Chair Corso reported she was very pleased with the recent Play At The Well! summer series. Mr. Richards thanked Boardmember Rauh and Mixx 96 for their support. City of Olympia Page 2 PBIA Advisory Board Meeting Minutes August 14, 2014 - Mr. Richards requested that the Board form an ad hoc committee to assist with an assessment of the program. Vice Chair Adams suggested the Clean & Safe Committee take on the task. The Board agreed. Mr. Richards will meet with Clean & Safe Committee to discuss further. 7. BUSINESS ITEMS 7.A 14-0794 2014 Ratepayer Survey and Budget Process Downtown Code Enforcement Officer Brian Wilson provided a brief summary of the first quarter survey responses. There were 43 businesses that participated in the survey, the majority representing first-floor retail establishments. Participants reported average perceptions of safety and cleanliness in downtown. The PBIA Partnership Committee has been reaching out to survey respondents to address any concerns brought up in open-ended questions. Boardmember Phegley expressed an interest in sending the survey results to ratepayers. Boardmember Rollins suggested outlining the results in the next ratepayer survey in an easy-to-read fashion, making note of how much money is being allocated to each committee. Chair Corso wants to emphasize the value and benefit for each project. Boardmember Adney requested that ratepayers get surveyed during the upcoming 2015 budget process. Councilmember Roe expressed the importance of communicating what the PBIA is allowed to spend money on as outlined in the Revised Code of Washington. Boardmember Adney commented he does not want to limit any ratepayer ideas. Boardmember Collins mentioned that ratepayers are only seeing what's not happening as opposed to the things that are happening. Mr. Wilson reported he can put together a budget exercise survey by the end of September following the upcoming annual meeting. He will report results at October meeting. The discussion was completed. 8. COMMITTEE REPORTS Clean & Safe Committee Report (Presented by Vice Chair Adams) - The Clean and safe committee did not meet in July. - A follow-up bartender/owner meeting is being scheduled. - A 400 block of 4th Avenue East meeting is also being scheduled. The intent of this City of Olympia Page 3 PBIA Advisory Board Meeting Minutes August 14, 2014 meeting is to make connections and brainstorm safety related topics. - Two cigarette butt containers are made. They are in the process of being painted and installed. Marketing Committee Report (Presented by Boardmember Dean) - Walking maps have been printed and are currently being distributed by the Downtown Ambassadors. - PBIA will be advertising in the upcoming Greener Guide. - The Committee is discussing holiday decorating contest details. PBIA will only purchase and distribute lights to ratepayers who participate in the decorating contest. There will also be a concerted effort to get 2nd floor and above businesses involved this year. - The Committee is still finalizing details for the "Parking On Us" meter token campaign. - Boardmember Adney is interested in creating a comprehensive advertising schedule for the upcoming year. Partnership Committee (Presented by Boardmember Collins) - Newsletter is about ready to be sent out to ratepayers. It will include information on meter tokens, walking maps, email list updates, the 4th Avenue safety meeting, holiday decorating contest, and the upcoming semi-annual meeting on 9/11. - The Committee is working on creating welcome packets. Ambassadors will assist in putting the packets together. Boardmember Rollins suggested that Chair Corso should include information about PBIA in the packet in the form of a letter from the Board Chair. Boardmember Phegley requests that PBIA information be made available in all languages. 9. OTHER TOPICS Boardmember Phegley asked what the PBIA Board wants her to take back to the Community Economic Revitalization Committee (CERC). She stated she's unsure if the PBIA is a good fit for participation in the group. The Board will consider writing a letter to City Council regarding their stance on the Community Renewal Area (CRA). Mr. Wilson reported the Eagles Building painting project will begin on August 23, 2014. 10. ADJOURNMENT City of Olympia Page 4
