CALL TO ORDER The meeting was called to order at 8:35 a.m. 1.A ROLL CALL Commissioner Callner acted as Chair Designate. Present: 2 - Commissioner Reiko Callner, and Commissioner Oscar Soule Excused: 1 - Chair Linda Villegas Bremer STAFF PRESENT Amy Cleveland, Chief Examiner/Secretary Tami Micheau, Human Resources Greg Wright, Deputy Fire Chief Steve Nelson, Deputy Police Chief APPROVAL OF MINUTES 2.A 15-0070 Approval of November 18, 2014 Civil Service Commission Meeting Minutes The minutes were approved. 3. BUSINESS ITEMS 3.A 15-0071 OFD Assistant Fire Chief Classification Specification Changes Ms. Cleveland reported Assistant Fire Chief Pat Dale is retiring, which prompted a review of the class specification. Under essential functions, proposed changes include added physical job demands, which the City is updating for all class specifications. Under experience and education, proposed language requires current employment, at least at the rank of fire lieutenant. Also, under special requirements, the addition of "positions may require the incumbent to act in an official capacity or hold a designation", such as emergency management, emergency operations center functions, or fire marshal functions has been added. This is also more in line with positions at this level citywide. Mr. Wright added this proposal works well for either Operations or Fire Prevention Assistant Chiefs. City of Olympia Page 1 Civil Service Commission Meeting Minutes January 20, 2015 Commissioner Callner asked why the successful applicant should be currently employed. Ms. Cleveland responded that the Assistant Fire Chief needs to be current on fire department practices and noted this is someone who manages the entire operations division. Commissioner Soule asked if the specification changes were primarily thought up by our staff or if staff looked around at other agencies' specifications. Ms. Cleveland explained the changes were mostly by our staff and our specific needs. Mr. Wright added that the fire department reviewed the changes and worked with Ms. Cleveland. Commissioner Soule moved, seconded by Commissioner Callner, to approve the classification specification changes. The motion carried by the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.B 15-0072 OFD Assistant Fire Chief Testing Process Ms. Cleveland, Fire Chief Larry Dibble, and Mr. Wright worked on this proposed testing process to include an oral board and a resume (including a written assignment) which is also known as a structured resume. The minimum passing score is 70%. Commissioner Callner asked who the community representative on the evaluation panel would be. Mr. Wright responded that it is Tom Hill from Westwood Baptist Church, since he is very familiar with fire department operations. Commissioner Soule moved, seconded by Commissioner Callner, to approve the testing process. The motion carried by the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.C 15-0073 Approval of Entry Level Police Officer Register Ms. Micheau reported nine candidates were processed through Phase 1 testing and interviews on January 8, 2015. Two passed all tests and were placed on the Entry Level Police Register. Commissioner Soule moved, seconded by Commissioner Callner, to approve the register. The motion carried by the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.D 15-0074 Approval of Advanced Entry Police Officer Register City of Olympia Page 2 Civil Service Commission Meeting Minutes January 20, 2015 Ms. Micheau reported advanced entry police candidates are accepted on a continuous basis. There were 15 candidates processed through Phase 1 and interviews and two candidates passed all tests and were placed on the Advanced Entry Police Officer Register. Chief Nelson stated the big advantage of lateral candidates is they don’t have to go to the academy for 5 ½ months. They have experience and have already been through a probationary period, polygraph, and psychological test. Commissioner Soule moved, seconded by Commissioner Callner, to approve the register. The motion carried by the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.E 15-0075 OPD Lieutenant Classification Specification Changes Ms. Cleveland reported this class specification was originally built around several different designations in the lieutenant area and some of those functions have gone away. One of the big proposed changes is to reflect the way the department is currently structured. We have also added physical requirements. Deputy Chief Nelson reported the specification needed distinctly different requirements than sergeants. OPD used to have six lieutenants. Currently there are four. The specification consolidates all of the job highlights into one single narrative. Also, the specification stresses that lieutenants supervise sergeants' work and approve their operational plans. Commissioner Soule moved, seconded by Commissioner Callner to approve classification specification changes. The motion carried by the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.F 15-0076 OPD Lieutenant Testing Process Ms. Cleveland reported that with Bill Wilson’s retirement several tests will be needed. This will be a similar process to the last lieutenant test, including an oral board, an oral presentation of a resume presented to the whole group, and a written assignment. The minimum overall passing score will be 70%. The weights are 60% oral board, 25% written assignment, and 15% on the oral resume presentation. Commissioner Callner asked if the community representative was selected already and if internal applicants are anticipated. Deputy Chief Nelson explained the Chief will select someone from the community roundtable and that five or six applicants are City of Olympia Page 3 Civil Service Commission Meeting Minutes January 20, 2015 anticipated. Commissioner Soule asked whether an applicant might choose to leave the department if not selected. Deputy Chief Nelson explained that at this rank level, that has not happened. Commissioner Soule moved, seconded by Commissioner Callner to approve the testing process.
