1. CALL TO ORDER
The meeting was called to order at 8:33 a.m.

2. APPROVAL OF MINUTES
2.A 15-0402 Approval of March 17, 2015 Civil Service Commission Meeting

The minutes were approved.
3. BUSINESS ITEMS
3.A 15-0403 OFD Captain-Fire Training Officer Testing Process
Ms. Micheau reported due to a promotion there is a vacancy for a Captain-Fire
Training Officer. The tests proposed are an oral board and presentation of a written
assignment; the minimum passing score is 70% for both. The oral interview will be
weighted at 60%, and the written assignment will be weighted at 40%. This testing
process is the same process used in the past for captain level positions.
Commissioner Soule asked if promotional means that there are no outside
candidates.
Deputy Chief Wright responded that Commissioner Soule is correct. The only time
Olympia Fire Department typically advertises outside of the department is when no

internal candidates qualify or are interested in a position.
Commissioner Callner moved, seconded by Commissioner Soule, to approve
the testing process. The motion carried by the following vote:

3.B 15-0404 OPD Sergeant Testing Process
Ms. Cleveland reported that a sergeant promotional test is needed due to Bill Wilson’s
retirement and Aaron Jelcick’s promotion to lieutenant. This promotional test will
consist of a written exam; the written exam will be used as a preliminary portion of the
process depending on the number of candidates applying. The testing process will
also include an oral board, a tactical exercise, and a performance exercise. The
tactical exercise will consist of a scenario where the candidate is in charge and
evaluated on how he or she responds throughout the exercise.
Chief Nelson added the position requires three years on the job. The police
department does have candidates with military experience that are anticipated to
apply.
Ms. Cleveland added the performance exercise will either include a
coaching/counseling session with a problem employee or a situation with an angry
citizen. The minimum passing score for all exercises is 70%. The oral board will be
weighted at 50%, the written exam 20%, the tactical exercise 15%, and the
performance exercise 15%. In the event no written exam is needed, the weights will
be oral board 60%, tactical exercise 20%, and performance exercise 20%.
Commissioner Callner asked if Commissioners ever observe any part of the testing
process.
Ms. Cleveland responded they have in the past.
Commissioner Callner moved, seconded by Commissioner Soule, to approve
the testing process. The motion carried by the following vote:
