1. CALL TO ORDER
Vice Chair Harkness called the meeting to order at 6:38 p.m.

Chair Davies and Commissioner Vann joined by phone at 7:45 p.m. Commissioner
Coacher arrived at 8:00 p.m.
Present: 8 - Chair Holly Davies, Vice Chair Dwayne Harkness, Commissioner
Stephen Austin, Commissioner Mary Coacher, Commissioner
Benjamin Helle, Commissioner Patricia McLain, Commissioner
Nicholas Vann, and Commissioner Heather Youckton

3. APPROVAL OF MINUTES
3.A 15-0400 Approval of March 25, 2015 Olympia Heritage Commission Meeting
Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Ms. Sadlier made the following announcements:
- The Cultural Resource Protection Summit will be held on the Suquamish reservation
May 20-21, 2015.
- The RevitalizeWA conference will be held in Bellingham May 6-8, 2015.
- Two new members to the Heritage Commission were approved by the City Council

on May 21, 2015.
6. BUSINESS ITEMS
6.A 15-0388 2015 Historic Preservation Award Nomination
The Commissioners discussed the three nominees. They voted to present two
awards, one to Lauren Danner and one to the owners and tenants of the Wildwood
Center Building.
Commissioners Davies and Vann joined at the start of the discussion by phone at
7:45 p.m. joined by Commissioner Coacher at 8:00 p.m. after discussion had begun.
The recommendation to award Lauren Danner and the Wildwood Center
owners and tenants was approved unanimously and referred to the City
Council for consideration at the May 19, 2015 Council meeting under File
15-0473.
6.B 15-0401 OHC Evaluation of National Register Nomination of the Washington
State Library, the Joel M. Pritchard Building
The Heritage Commissioners discussed the submitted application to nominate the
Washington State Library for the National Register of Historic Places. Issues
discussed to be provided to the Department of Archaeology and Historic Preservation
in the Certified Local Government National Register Nomination Evaluation Report
Form
- Commissioners' appreciation of the State's initiative in nominating this building for
the National Register
- Evidence in the application supports the building's significance on a State level
rather than Local level
- Evidence in the application points to the building's significance in relation to the
historic district and the potential for a boundary revision for to be part of Capitol
Campus district
- The fundamental integrity of the structure
- Considerations for restoration of lost features
The recommendation was approved unanimously as amended to include
comments and recommendations from the discussion.
6.C 15-0389 Heritage Commission Sub-Committees for 2015
The Heritage Commission discussed which sub-committees to re-establish to achieve
the approved 2015 Work Plan. The sub-committees discussed included Downtown,
Outreach, Survey & Inventory, Policy & Ordinance, Maintenance, and Heritage
Review. The following recommendations were made:
- Limit member numbers to five to avoid a quorum of the Heritage Commission at
committee meetings
- Keep a reserve/alternate list for committees where there are more members
interested than spots available

- The OHC could provide a list of tasks that the Policy & Ordinance committee can
focus on
- Postpone discussion of the Maintenance Committee until Commissioners Rentfrow
and Vann are present
The discussion was completed.
6.D 15-0390 Approval of Heritage Review Committee March 2, 2015 and March 16,
2015 Meeting Minutes (Deferred from March 25, 2015 Meeting)
None of the members who attended these meetings were present.
The minutes were postponed to the May 27, 2015 meeting under File 15-0534.

7.B Heritage Review Committee - None
7.C Maintenance Committee - None
7.D Outreach Committee
The Committee presented on progress for Preservation Month activities. The theme is
Downtown Landmark Birthdays. The Preservation Awards will be given out at the May
19 City Council meeting and other Preservation Month events wil be held on Friday,
May 29 at the New Caldonia Building and Downtown Welcome Center.
7.E Policy & Ordinance Committee - None
7.F Survey & Inventory Committee
Ms. Sadlier informed the Commission that the draft of the mid-century residential
survey has arrived and the consultants are scheduled for a presentation at the
Commission's May 27 meeting.
