CALL TO ORDER The meeting was called to order at 8:35 a.m. 1.A ROLL CALL Commissioner Callner acted as Chair Designate. APPROVAL OF MINUTES 2.A 15-0621 Approval of the April 21, 2015 Civil Service Commission Meeting Minutes The minutes were approved. 3. BUSINESS ITEMS 3.A 15-0615 Approval of Entry Level Police Officer Register Ms. Micheau reported 27 candidates were invited to Phase 1 testing and 11 candidates were processed through it. Interviews were held May 21, 2015; one candidate passed all tests and was placed on the Entry Level Police Register. Commissioner Soule asked how many applicants are from the military. Ms. Cleveland explained that isn't tracked at this point in the testing; however, she knew that of the last 25 officers the City has hired, five received veterans' scoring criteria points. Commissioner Soule moved, seconded by Commissioner Callner, to approve City of Olympia Page 1 Civil Service Commission Meeting Minutes June 16, 2015 the register. The motion passed with the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.B 15-0614 Approval of Promotional Captain-Fire Training Officer Register Ms. Micheau reported a promotion for a Captain Fire Training Officer due to a vacancy. A written presentation and an oral board were held on May 27, 2015. Todd Carson was the only applicant. He received an overall score of 89.73% and has been placed on the register. Commissioner Soule moved, seconded by Commissioner Callner, to approve the register. The motion passed with the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.C 15-0616 Approval of Entry Level Firefighter Register The City received the candidate list from Bates Technical College and invited 34 candidates to Phase 1 testing. Twenty-seven participated,15 passed, and 14 participated in the oral interviews. Interviews were held on June 8 and 9. Panel members included OFD Battalion Chief Pat Noonan, OFD Captain Kate McDonald, OFD Firefighter Steve Gibson, and Karen Hoffman from Lacey Fire District 3. Seven candidates are on the register for approval with final ranking scores between 84.47% and 102.88%. Commissioner Soule asked if any of these people are currently employed as firefighters. Assistant Chief Buchanan responded that Peter Gibney is a firefighter in South Carolina. He attended schools and college in this area, ended up going to work in the fire service, and he wants to come back to this area. Commissioner Callner moved, seconded by Commissioner Soule, to approve the register. The motion passed with the following vote: Aye: 2 - Commissioner Callner and Commissioner Soule Excused: 1 - Chair Villegas Bremer 3.D 15-0626 Entry Level Firefighter Testing Process Ms. Cleveland reported the City has been using the Bates testing consortium for over ten years. She and Assistant Chief Buchanan reviewed the current process and then City of Olympia Page 2 Civil Service Commission Meeting Minutes June 16, 2015 reviewed the Public Safety Testing (PST) model, which is used for the Police department. Members of the Fire department and Human Resources met with Jon Walters of Public Safety Testing and reviewed their testing model. This process offers a number of improvements, including ongoing, nationwide testing. The department will receive a lot of detail on candidates by dimension with the test that is used from Selection Works, the test developer PST has chosen. Olympia Fire Department will go through local validation of the test, which means working with PST and having existing employees take the test so that the test is validated locally. The test PST uses was carefully selected and engineered to mitigate adverse impact. Also a portion of the test is customized to the Pacific Northwest. PST is committed to diversity and has built-in recruiting services. Deputy Chief Wright added Tumwater is interested in PST; they also attended the meeting. He explained Medic One is considering PST for their testing process because they have been struggling to attract enough candidates for testing. Commissioner Callner asked if the test at PST changed more frequently than the test at Bates. Ms. Cleveland responded that with PST, a candidate will not see the same test for at least six months. Commissioner Callner moved, seconded by Commissioner Soule, to approve the testing process.
