CALL TO ORDER Chair Corso called the meeting to order at 6:05 p.m. 1.A ROLL CALL Present: 11 - Chair Mary Corso, Vice Chair Connie Phegley, Boardmember Ken Adney, Boardmember Nancy Grace Campbell, Boardmember Alana Carr, Boardmember Janis Dean, Boardmember Sheila Irish, Boardmember Jeannine Kempees, Boardmember Phil Rollins, Boardmember Jeffrey Trinin, and Boardmember Sunday Williams Excused: 3 - Boardmember Sarah Adams, Boardmember Bobbi Kerr, and Boardmember David Rauh OTHERS PRESENT Downtown Ambassador Program Manager Sharon Holley Downtown Liaison Brian Wilson 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 15-0628 Approval of May 14, 2015 PBIA Board Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Audrey Henley, executive director of The Film Society and Kim Murillo, owner of Little General Food Shop, introduced themselves. Anna Schlecht announced the upcoming Olympia Pride Festival. 5. ANNOUNCEMENTS Boardmember Adney will be presenting "Getting Online for Cheap" in the next Downtown Academy on June 26. City of Olympia Page 1 PBIA Advisory Board Meeting Minutes June 11, 2015 There are two upcoming de-escalation training sessions, one of which will be at The Evergreen State College on June 26. DOWNTOWN AMBASSADOR UPDATE Ms. Holley provided an update on Downtown Ambassador Program activities. Ambassadors assisted with alleyway painting and have begun utilizing apps to track their paths as they respond to service requests. In addition to regular services, the Clean Team has been collecting data on human waste. The Board requested a list of what ambassadors would like to have and suggested setting up a paypal or designated parking meter for donations. 6. BUSINESS ITEMS 15-0627 Preliminary Ratepayer Survey Results The 2015 Ratepayer Spring Survey has been released, with 45 responses so far. Questions include feelings of safety and cleanliness, areas for PBIA money to be spent, and participation in PBIA. The report was received. CRA Conversation Update A letter was written and provided to City Council in support of Griswold. There is frustration over Griswold's block not being selected for the CRA. The PBIA will be sending someone to read their letter at the upcoming Council meeting. The update was received. 7. COMMITTEE REPORTS The Marketing Committee provided their report. Radio ads have been created for a three-month run on Mixx 96 and a banner has been created to advertise downtown at local events. Flower baskets are up and doing well. The Board expressed interest in making efforts to welcome fans of the US Open, happening at Chambers Bay. Boardmember Dean moved, seconded by Boardmember Trinin, to purchase a second banner. The motion was approved unanimously. The Clean and Safe Committee provided their report. The bar staff meeting went well, the Clean Team is working closely with the committee, and the murals to go up around town will hopefully promote community involvement and deter taggers. 8. OTHER TOPICS City of Olympia Page 2 PBIA Advisory Board Meeting Minutes June 11, 2015 Broken windows are an impact to businesses that the PBIA would be interested in assisting with from their contingency funds. A non-profit would need to be found to handle the funds and dispersal. Boardmember Adney moved, seconded by Chair Corso, to match 50% of costs, up to $500 per external incident, with $5000 total going to the fund. The motion passed unanimously. Arcata has set an example by prohibiting formulaic businesses, defined as a business who has over nine locations that are the same. There is interest in posing this as an option to ratepayers to receive feedback. 9. ADJOURNMENT The meeting was adjourned at 7:24 p.m. City of Olympia Page 3
