CALL TO ORDER The meeting was called to order at 8:30 a.m. 1.A ROLL CALL Present: 2 - Commissioner Oscar Soule, and Chair Linda Villegas Bremer Excused: 1 - Commissioner Reiko Callner STAFF PRESENT Mike Buchanan, Assistant Fire Chief Aaron Jelcick, Police Lieutenant Nicole Camus, Human Resources Amy Cleveland, Chief Examiner/Secretary Tami Micheau, Human Resources 2. APPROVAL OF MINUTES 16-0497 Approval of February 16, 2016 Civil Service Commission Meeting Minutes The minutes were unanimously approved. 3. PUBLIC COMMENT - None 4. BUSINESS ITEMS 4.A 16-0498 Approval of Entry Level Police Officer Register Ms. Micheau reported 51 candidates were invited to the Phase 1 testing, 28 candidates participated in the phase 1 suitability testing, and 8 passed. Those 8 candidates were invited to oral interviews, and 3 successfully passed the oral interviews. Interviews were held March 25, 2016 and the interview panel consisted of Olympia Police Officer Bryan Houser, Olympia City Prosecutor Rocio Ferguson, West Bay Marina Manager Neil Falkenburg, and a Rotary Club member. Three candidates are on the register for approval with final scores of 82.98% - 99.94%. Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve the Entry Level Police Officer register. The motion carried by the following City of Olympia Page 1 Civil Service Commission Meeting Minutes April 19, 2016 vote: Aye: 2 - Commissioner Soule and Chair Villegas Bremer Excused: 1 - Commissioner Callner 4.B 16-0512 Removal of Names from Entry Level Police Officer Register Ms. Micheau reported five candidates were removed from the Entry Level Police Officer register because they did not pass the background investigation. All candidates have been notified in writing and one candidate has appealed. The report was received. 4.C 16-0522 Approval of Promotional Fire Lieutenant Register Ms. Cleveland reported the Fire Department selected Public Safety Testing’s promotional assessment center process for the fire lieutenant promotional exam held April 13, 2016. Prior to the exam, a task analysis survey was given to incumbent lieutenants and the leadership team in the Fire Department. Those survey results were compiled and eight different dimensions were measured, some of which included judgment, delegation, authority, and communication. Those dimensions were weighted and at least two dimensions were measured in each exercise. Four candidates participated and passed the exam and have been placed on the register in accordance with their scores. Final ranking scores range from 74.37% to 82.78%. Mr. Buchanan noted feedback from the applicants was very favorable; it was a fair process, very thorough, and representative of the job. He also spoke with the Fire Department's union president and hasn't heard anything unfavorable about the process. Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve the Promotional Fire Lieutenant Register. The motion carried by the following vote: Aye: 2 - Commissioner Soule and Chair Villegas Bremer Excused: 1 - Commissioner Callner 5.
