1. CALL TO ORDER
The meeting was called to order at 8:30 a.m.

Commissioner Oscar Soule

2. APPROVAL OF AGENDA
The agenda was approved.
4. PUBLIC COMMENT - NONE
5. ANNOUNCEMENTS
Commissioner Callner announced Bon Odori will be celebrated August 19 at Water
Street Cafe starting at 7:00 p.m.
6. BUSINESS ITEMS
6.A 17-0865 Approval of July 18, 2017 Civil Service Commission Meeting Minutes
The minutes were approved.
6.B 17-0866 Approval of Entry Level Police Officer Register
Twenty candidates were invited to the phase 1 suitability assessment. Of those twenty,
13 candidates participated in the phase 1 suitability assessment. Eight candidates were
invited to oral boards and four participated and passed. Two candidates were Hispanic,
seventeen candidates were White/Caucasian, and one candidate was Other/Two or
More Races. Seventeen candidates were male and three were female. The interview

panel consisted of OPD Officer Brenda Anderson, OPD Sergeant Paul Frailey, and
Senator King Executive Assistant Tawnya Smith. Final ranking scores are 84.46% -
91.30%.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the register. The motion carried by the following vote:
Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner

7. REPORTS - NONE
8. OTHER TOPICS
Assistant Chief Buchanan announced the retirement of Battalion Chief Doug Hewell
effective August 31 and the promotion of Todd Carson from Captain to Battalion Chief
effective September 1. This creates a vacancy in the training officer role. Lt. Kelly Fox
retired August 8, and Chief's interviews are taking place to promote a Lieutenant.
Assistant Chief Buchanan distributed information about Camp Blaze, a fire service camp
for girls in Thurston County on August 26 and 27.
Police Administrative Services Manager Laura Wohl announced the Olympia Police
Department is holding a week long youth academy the week of August 21-25. Junior high
children will get the opportunity to learn about K-9, Crime Scene Investigation, Detective
work, SWAT, and other Police work.

with Public Disclosure Law for political campaigns, speakers will not be permitted to make public
comments before the Committee or Commission in these two areas: (1) on agenda items for which the
Committee or Commission either held a Public Hearing in the last 45 days, or will hold a Public Hearing
