1. CALL TO ORDER
The meeting was called to order at 8:30 a.m.

Excused: 1 - Commissioner Oscar Soule

The agenda was approved.

6.A 17-1254 Approval of October 17, 2017 Civil Service Commission Meeting
Minutes
The minutes were approved.
6.B 17-1251 Approval of Entry Level Firefighter Register
Ms. Camus reported 38 candidates were invited to the phase 1 suitability assessment.
Of those 38, 22 candidates participated in the phase 1 suitability assessment, and 11
passed. Those 11 candidates were invited to oral interviews, 9 attended interviews and
3 successfully passed the oral interviews.

One candidate was female, 36 candidates were male, and one was unknown. One
candidate was Asian/Pacific Islander, 35 candidates were White/Caucasian, one
candidate was two or more races and one candidate was unknown. The interview panel
consisted of OFD Battalion Chief JD Young, OFD Lieutenant Russell Herman, Lacey Fire
District 3 Firefighter Keri Hall, OFD Firefighter Steven Busz, and OFD
Firefighter/Paramedic Michael Hughes.
The final scores ranked from 82.48% - 91.76%.
Commissioner Callner moved, seconded by Chair Villegas Bremer, to approve
the register. The motion carried by the following vote:
Aye: 2 - Chair Villegas Bremer and Commissioner Callner
Excused: 1 - Commissioner Soule
6.C 17-1252 Removal of Names from Entry Level Firefighter Register
Candidate Andrew Porter was removed from the Entry Level Firefighter Register.
The information was provided.
6.D 17-1253 OFD Fire Lieutenant Classification Change
Ms. Camus explained that OFD was requesting to add the assignment of training and
related credentials to the job classification of Fire Lieutenant.
Commissioner Callner moved, seconded by Chair Villegas Bremer, to approve
the job classification change. The motion carried by the following vote:
Aye: 2 - Chair Villegas Bremer and Commissioner Callner
Excused: 1 - Commissioner Soule
7. REPORTS
Deputy Chief Greg Wright provided the Commissioners a copy of a Memorandum of
Understanding with IAFF. OFD and the union are starting to bargain future certification
and education requirements that will take effect in 2022. In 2022, the new requirements
will take effect and be formalized in the job classifications approved by the Commission.
8. OTHER TOPICS
Assistant Chief Mike Buchanan announced Dave Haag and Greg Wrightmier have been
promoted to Battalion Chief effective 1/1/2018.
Lieutenant Rich Allen reported Officer Rousch successfully graduated academy and PTO
and Bradley Kutzler just graduated the academy.
The Police Department passed a public safety measure that was on the ballot and will be

hiring for 8 police officer positions.
Commissioner Callner praised the police department on their response to a protest at
the Port of Olympia.
