The meeting was called to order at 8:35 a.m.

5.A 18-0811 Approval of July 17, 2018 Civil Service Commission Meeting Minutes
The minutes were approved.
5.B 18-0812 Approval of Fire Marshal - Assistant Chief Register
Chief Wright reported that upon the retirement of the Assistant Fire Chief/Fire Marshal,
the department prepared and ran a promotional process to fill the position. There was
one applicant, who has many years experience as the Assistant Fire Marshal/Captain.
The assessors included OFD Lt. Matt Gattenbein, CP& D Director Keith Stahley,
Strategic Communications Director Kellie Purce Braseth, and Longview Fire Marshal
Jim Kambeitz.

One candidate has been placed on the register with a score of 92.5.
Commissioner Soule moved, seconded by Acting Chair Callner, to approve
the register. The motion carried by the following vote:
Aye: 2 - Commissioner Callner and Commissioner Soule
Excused: 1 - Chair Villegas Bremer
5.C 18-0813 Approval of Entry Level Police Officer Register
Ms Camus reported 24 candidates were invited to the phase 1 suitability assessment.
Ten participated and three passed. Three candidates were invited to oral interviews; two
participated and one successfully passed the oral interviews.
One of the candidates was female and 23 were male. Sixteen were White/Caucasian,
three were African American/Black, two were Asian/Pacific Islander, and three were
Hispanic/Latino. The interview panel consisted of OPD Officer Bryan Henry, OPD Officer
Eric Henrichsen, and Senator King's Executive Assistant Tawnya Smith.
One candidate passed the phase 1 suitability assessment and the oral interview, and has
been placed on the register in accordance with a score of 82.31.
Commissioner Soule moved, seconded by Acting Chair Callner, to approve
the register. The motion carried by the following vote:

5.D 18-0814 Approval of Advanced Entry Police Officer Register
Ms. Camus reported 13 candidates were invited to the phase 1 suitability assessment.
Eight participated and three passed. Three candidates were invited to oral interviews;
one participated and passed.
Thirteen of the candidates were male. Nine were White/Caucasian, one was African
American/Black, two were Hispanic/Latino and one was other/two or more races.
The interview panel consisted of OPD Officer Bryan Henry, OPD Officer Eric Henrichsen,
and Senator King's Executive Assistant Tawnya Smith.
One candidate passed the phase 1 suitability assessment and the oral interview, and has
been placed on the register in accordance with a score of 93.00.
Commissioner Soule moved, seconded by Acting Chair Callner, to approve
the register. The motion carried by the following vote:

6. REPORTS
Chief Wright announced that once the department has filled the Assistant Fire Marshal
/Captain position, the department will be finished with promotions for 2018.

Commissioners and staff discussed homelessness downtown.
