Chair Huỳnh called the meeting to order at: 5:00 p.m.

The agenda was approved.

5. APPROVAL OF MINUTES
5.A 24-0382 Approval of April 24, 2024 Community Livability and Public Safety
Committee Meeting Minutes
The minutes were approved.
6. COMMITTEE BUSINESS
6.A 24-0440 Community Oversight of Law Enforcement Recommendations Approval
Director of Strategic Planning & Performance Stacey Ray, Deputy Chief of Police Sam
Costello, Change Integration Consultant Kathryn Olson and members of the Social
Justice and Equity Commission presented the recommendations for the Community
Oversight of Law Enforcement Recommendations for approval for a discussion at a City
Council Study Session. The Committee asked clarifying questions, discussion was had,
and deep gratitude for the work of the collaborative Staff and Commissioners was
expressed.
Committee member Payne moved, seconded by Committee member Gilman,
to forward the Community Oversight of Law Enforcement draft

recommendations for discussion at a City Council Study Session. The motion
carried by the following vote:
Aye: 3 - Chair Huỳnh, Committee member Gilman and Committee member

6.B 24-0412 Recommendation of Community Development Block Grant (CDBG)
Program Year 2024 Annual Action Plan Allocations
CDBG Program Manager Anastasia Everett presented the recommendations for the
CDBG Program Year 2024 Annual Action Plan allocations. The Committee asked
clarifying questions and the current process for development of staff recommendations
was discussed. The Committee presented a few ideas on possible process changes
and asked for the opportunity for additional feedback and process review prior to the
CDBG Program Year 2025.
Committee member Payne moved, seconded by Committee member Gilman,
to approve the recommendation for the CDBG Program Year 2024 Annual
Action Plan allocations and forward to Council for consideration. The motion
carried by the following vote:

6.C 24-0430 Inspire Olympia Funding Recommendation
Inspire Olympia Program Manager Marygrace Goddu and Cultural Access Advisory
Board representative Anne Larson presented the Inspire Olympia funding
recommendation. The Committee asked clarifying questions and discussed the Cultural
Access Advisory Board process for fund recipient determination.
Committee member Gilman moved, seconded by Committee member Payne,
to recommend and forward to the full City Council for approval the
recommendation from the Cultural Access Advisory Board for expenditures
from the Cultural Access Fund, for one-year "Impact" contracts for services
from July 2024 through June 2025; two-year "Comprehensive" contracts for
services from July 2024 through June 2026; and an annual funding level for
Cultural Access Programs in Olympia Public Schools. The motion carried by
the following vote:
Aye: 3 - Chair Huỳnh, Committee member Gilman and Committee member
Payne
6.D 24-0451 Discussion of Equity Framework Update
Social Justice and Equity Program Manager Tobi Hill-Meyer provided an Equity
Framework update. The Committee discussed and asked clarifying questions.
The discussion was completed.
