CALL TO ORDER Chair Huỳnh called the meeting to order at: 5:31 p.m. 2. ROLL CALL Present: 3 - Chair Yến Huỳnh, Committee member Clark Gilman and Committee member Dontae Payne 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 24-0564 Approval of June 26, 2024 Community Livability and Public Safety Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 24-0616 Rebecca Howard Master Plan Update Parks, Arts & Recreation Director Paul Simmons presented an update on the Rebecca Howard park master plan. The Committee received the update and asked clarifying questions. The report was received. 6.B 24-0626 Approval of Recruitment and Interview Plan for Seating of the Olympia Youth Council Assistant to the City Manager Susan Grisham, Truclusion Consultant Dane Wolfram and multiple Olympia youth advisors presented the proposal for the recruitment and interview City of Olympia Page 1 Community Livability and Public Meeting Minutes July 24, 2024 Safety Committee plan for seating the inaugural Olympia Youth Council. The Committee asked clarifying questions. Committee member Payne moved, seconded by Committee member Gilman, to approve the proposed recruitment and interview plan for seating the inaugural Olympia Youth Council. The motion carried by the following vote: Aye: 3 - Chair Huỳnh, Committee member Gilman and Committee member Payne 6.C 24-0614 Creative District Boundary Revisions Recommendation Inspire Olympia Program Manager Marygrace Goddu and Olympia Artspace Alliance Creative District Project Manager David Hoekje presented a recommendation for revisions to the Creative District Boundary. The Committee asked clarifying questions. Committee member Gilman moved, seconded by Committee member Payne to approve the recommended boundary revisions and forward to Council for consideration. The motion carried by the following vote: Aye: 3 - Chair Huỳnh, Committee member Gilman and Committee member Payne 6.D 24-0625 Analysis of Advisory Committees Briefing Strategic Communications Director Kellie Purce Braseth provided a briefing on City advisory committees. The Committee asked clarifying questions, and asked Ms. Purce Braseth to provided additional information regarding the legal requirements and original purpose of each advisory body at a future date. The Committee also shared the following recommendations: - Formalize existing process for how advisory bodies and Council to interact with each other. - Research what contributes to the erosion of the health of the advisory bodies. - Ensure the community knows more about the work of the advisory bodies. - Review the retention of under-represented people on advisory bodies. - Benchmark how other cities are managing their advisory committees. - Review advisory body work plans so the committees can go deeper on the work before them.
