CALL TO ORDER Chair Huỳnh called the meeting to order at: 5:31 p.m. 2. ROLL CALL Present: 2 - Chair Yến Huỳnh and Committee member Dontae Payne Excused: 1 - Committee member Clark Gilman 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 24-0803 Approval of September 25, 2024 Community Livability and Public Safety Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 24-0866 Public Safety Chapter of the Comprehensive Plan Periodic Update Olympia Fire Department Chief Matt Morris, Olympia Police Department Deputy Chief Sam Costello, Community Planning and Development Associate Planner Casey Schaufler and J Robertson & Company President Jason Roberton presented an update on the Public Safety Chapter of the Comprehensive Plan. The Committee received the update and asked clarifying questions. Committee member Payne moved, seconded by Chair Huỳnh, to recommend approval of the Public Safety Chapter of the Olympia Comprehensive Plan and forward to the full City Council for consideration. The motion carried by the following vote: City of Olympia Page 1 Community Livability and Public Meeting Minutes October 23, 2024 Safety Committee Aye: 2 - Chair Huỳnh and Committee member Payne Excused: 1 - Committee member Gilman 6.B 24-0781 Approval of a Recommendation to Appoint Members of the Inaugural City of Olympia Youth Council Assistant to the City Manager Susan Grisham presented the recommendation to appoint members of the Inaugural City of Olympia Youth Council. The Committee received the recommendation and asked clarifying questions. Committee member Payne moved, seconded by Chair Huỳnh, to approve and forward to the full City Council a recommendation to appoint the following 16 youth to the inaugural City of Olympia Youth Council - Youth Council Applicants: Varshana Horback, Demorie Joseph, Eman Haroon, Stella Artemis and Kaelyn Velazquez; Continuing Youth Advisors: Allison Walker; Enrique Luis Rodriguez Lloyd; Eric Zhang, Gavin Cruz, Melinda Le, Nolan O'Connell, Shruthi Lingam-Nattamai, Sophia Park, Toby Wilson, Victoria Liu and Willow Chen. The motion carried by the following vote: Aye: 2 - Chair Huỳnh and Committee member Payne Excused: 1 - Committee member Gilman 6.C 24-0868 Approval of a Recommendation of a Draft Ordinance Repealing Olympia Municipal Code 2.38, Police Auditor and Replacing the Chapter with City Council Approved Recommendations from the Social Justice and Equity Commission for the Role of Civilian Police Auditor Assistant City Manager Debbie Sullivan presented the draft recommendation of an ordinance repealing Olympia Municipal Code 2.38, Police Auditor and replacing the chapter with City Council approved recommendations from the Social Justice and Equity Commission for the role of Civilian Police Auditor. The Committee heard the recommendation and asked clarifying questions. Committee member Payne moved, seconded by Chair Huỳnh, to approve a recommendation of a draft ordinance repealing Olympia Municipal Code 2.38, Police Auditor and replacing the Chapter with City Council approved recommendations from the Social Justice and Equity Commission for the role of Civilian Police Auditor and direct staff to forward to the City Council for adoption. The motion carried by the following vote: Aye: 2 - Chair Huỳnh and Committee member Payne Excused: 1 - Committee member Gilman 6.D 24-0867 2025 Community Livability and Public Safety Committee Work Plan Topics Discussion City of Olympia Page 2 Community Livability and Public Meeting Minutes October 23, 2024 Safety Committee Assistant City Manager Debbie Sullivan presented the draft 2025 Community Livability and Public Safety Committee Work Plan topics.
