CALL TO ORDER The meeting was called to order at 6:30 p.m. 1.A ROLL CALL Present: 9 - Chair Thomas Carver, Vice Chair Jane Laclergue, Boardmember David Goularte, Boardmember Jami Heinricher, Boardmember Angela Rush, Boardmember Duane Edwards, Boardmember Robert Findlay, Boardmember Joseph S LaValle, and Boardmember Darrell Hoppe 2. APPROVAL OF AGENDA The agenda was approved. 3. BUSINESS ITEMS 14-0878 Design Review Board Retreat The Board discussed several design review program process and review issues, such as the process of application intake and ways in which the Board and staff could work with applicants to submit complete, high quality packets and project designs. Other topics in the discussion included landscaping requirements of large-scale commercial projects; when projects require Board level versus staff level design review; exploration of an automated schedule for Board attendance; encouraging applicants to provide a narrative with design projects. The discussion was completed. 3.A Briefing provided by CPD staff a. Design review for all commercial projects b. Downtown design review standards CP&D Associate Planner Amy Buckler briefed the Board on the status of the Comprehensive Plan update. Ms. Buckler shared potential changes to the development codes relative to urban design, based on the plan update. Discussion centered on the Planning Commission’s recommendation that a future action plan City of Olympia Page 1 Design Review Board Meeting Minutes September 11, 2014 item include a design review process for all commercial and mixed use development adjacent to freeways and public streets. Ms. Buckler informed the Board that a downtown planning process would likely get underway in early January, which would precede any review of design standards, including the downtown design requirements. 3.B Discussion of Design Review Awards of Merit The Board discussed the criteria and framework for Award(s) of Merit and considered potential projects. 3.C Feedback on DRB project processing 3.D View of Seattle's Design Review Project (web-based view) Associate Planner Catherine McCoy provided a brief demonstration of Seattle's Design Review Program (an online program). She explained the structure of Seattle's design review districts and board member distribution. She also discussed the requirements of applicant design review packets and project review process. She concluded by showing the Seattle Board's Gallery of Projects, which illustrated exemplary design projects in Seattle. 4. ADJOURNMENT The meeting was adjourned at 8:10 p.m. City of Olympia Page 2
