CALL TO ORDER Chair Heinricher called the meeting to order at 6:40 p.m. 2. ROLL CALL Present: 5 - Chair Jami Heinricher, Boardmember Duane Edwards, Boardmember/Architect Robert Findlay, Boardmember Ingrid Gulden and Boardmember Joseph S LaValle Excused: 3 - Boardmember Bassim Kreem, Boardmember Angela Rush and Boardmember Virginia Sorrells 3. ANNOUNCEMENTS - None 4. BUSINESS ITEMS 4.A 19-0673 Case: State and Water, 19-1844 A. Context Plan: Approve as proposed. B. Preliminary Site and Landscape Design: Approve as proposed. C. Preliminary Building Design: Approve with the following conditions: 1. At detail design review provide types and cut sheets of all exterior building lighting; under canopies, at building entries, at the parking garage entry, pedestrian scale bollards, etc. Consider canopy cover with translucent or transparent material that allows natural light to reach the sidewalk. OMC 18.110.080. 2. Provide design options for the proposed artwork installation along the north façade. OMC 18.110.090. 3. Provide design details of the parking structure entrance from State Avenue, and details of pedestrian access to the building within the parking lot/structure. OMC 18.110.170 and OMC 18.120.110. 4. Provide details of lighting within the parking structure. Avoid fixtures that create glare for pedestrians and motorists at the street level and surrounding residential units. 5. Provide design details of the hardy panel and windows on the south elevation. The level of articulation on the south elevation should be more consistent with that on the north and west elevations. The motion carried by the following vote: Aye: 5 - Chair Heinricher, Boardmember Edwards, Boardmember/Architect Findlay, Boardmember Gulden and Boardmember LaValle 4.B 19-0739 ADDED AT THE MEETING - Election of Board Members Boardmember LaValle moved, seconded by Boardmember Edwards, to re-elect Chair Heinricher as Chair and elect Boardmember Findlay as Vice Chair. The motion carried by the following vote: Aye: 5 - Chair Heinricher, Boardmember Edwards, Boardmember/Architect Findlay, Boardmember Gulden and Boardmember LaValle Excused: 3 - Boardmember Kreem, Boardmember Rush and Boardmember Sorrells 5.
