CALL TO ORDER Chair Sorrells called the meeting to order at 5:31 p.m. 2. ROLL CALL Present: 7 - Chair Virginia Sorrells, Vice Chair Roussa Cassel, Boardmember Ingrid Gulden, Boardmember Bassim Kreem, Boardmember Joseph S LaValle, Boardmember Katrina Schmitt, and Boardmember Abigail Twombly 3. APPROVAL OF AGENDA The agenda was approved. 4. ANNOUNCEMENTS - None 5. PROJECT REVIEW 5.A 23-0649 Case: Water Street Condominiums, 798 Columbia St SW, 23-2267 Presenter(s): Associate Planner Jackson Ewing gave a presentation on the staff report and design package. Applicant Jeff Walls gave a presentation on design of the proposed building. Recommended approval with the following conditions: 1. At time of detail design review provide irrigation details for climbing vegetation proposed as screening for the structured parking. 2. Increase contrast between planes on east elevation through use of color or materials. 3. Provide specifications of proposed fiber cement paneling for review by the board to ensure compliance with the conditional use of the product above the second story of the proposed building. 4. Ensure that light bulbs are not visible when viewing into parking garage from street level. 5. Make entry more articulated and obvious, perhaps by extending canopy coverage to Water Street. 6. Provide location for individual units venting and exhaust at detail design review on elevations. The motion carried by the following vote: Aye: 7 - Chair Sorrells, Vice Chair Cassel, Boardmember Gulden, Boardmember Kreem, Boardmember LaValle, Boardmember Schmitt and Boardmember Twombly 5.B 23-0650 Case: Water Street Apartments, 221 5th Ave SW and 520 N Water St, 23-2115 Presenter(s): Associate Planner Jackson Ewing gave a presentation on the staff report and design review package. Applicant Jeff Walls gave a presentation on design of the proposed building. Recommended approval with the following conditions: 1. At time of detail design review provide irrigation details for climbing vegetation proposed as screening for the structured parking. 2. Provide specifications of proposed fiber cement paneling for review by the Board to ensure compliance with the conditional use of the product above the second story of the proposed building. 3. Provide additional details for outdoor restaurant seating at time of detail design review to ensure space is sufficient. 4. Ensure that light bulbs are not visible when viewing into parking garage from street level. 5. Make residential entry more articulated and obvious from 5th Ave and Water St. 6. Provide locations for individual units venting and exhaust at detail design review on elevations. Chair Sorrells moved, seconded by Boardmember Twombly, to approve the recommendation for Context Plan, Site plan landscape Plan and Building Design as recommended by staff.
