ROLL CALL Present: 3 - Chair Jim Cooper, Committee member Nathaniel Jones and Committee member Cheryl Selby 1.A OTHERS PRESENT Mayor Stephen H. Buxbaum Counclmember Jeannine Roe 2. CALL TO ORDER Chair Cooper called the meeting to order at 12:01 p.m. 3. APPROVAL OF MINUTES 3.A 15-1131 Approval of November 13, 2015 Finance Committee Meeting Minutes The minutes were approved. 4. COMMITTEE BUSINESS 4.A 15-1010 Oral Reports - Continued Status Reports and Updates (Review of Preliminary 2016 Operating Budget) The Finance Committee discussed the 2016 Operating Budget. City Manager Steve Hall reminded Committee members not to fund ongoing costs with one time funding sources. He also reminded the group that in 2017 the City will lose $1.5 million due to the Toyota dealership leaving the city and the proposed 2% increase in retirement costs. Mr. Hall reviewed General Fund revenue adjustments. Committee Members asked clarifying questions. The Committee reviewed four categories that critical needs were assigned to at the previous Finance Committee meeting to see if there are missing items or questions. The categories are Stay Tuned, Now and Easy, Needs More Information, and Tough Choices. The Woodland Trail Loop Phase 4 was added to Now and Easy. Bike City of Olympia Page 1 Finance Committee Meeting Minutes November 20, 2015 funding, historic preservation, and Log Cabin Road (as regional transportation process) were added to Needs More Information. Building repair and replacement was added to Tough Choices. Chair Cooper asked for clarification regarding the Olympia Police Department (OPD) allocation of $432,000 listed on the Tough Choices/Other Critical Needs list. Police Chief Ronnie Roberts shared a breakdown of identified supply, jail maintenance, medical and other costs along with urgent needs to include training. Committee members asked clarifying questions. Discussion continued on the topic and Mayor Buxbaum suggested OPD create a training plan that addresses “catch-up needs” and “ongoing needs” that would be reviewed on an ongoing basis. Chair Cooper shared a budget proposal based on revenue. He reviewed each category and allocation presented in the proposal. Committee members asked clarifying questions and discussed each item. Mayor Buxbaum discussed using the cable tax to fund police training. Committee members reminded the Mayor that cable tax was voted upon for the sole purpose of funding building maintenance and repair. The Mayor asked that the use of cable tax be better displayed in the Capital Improvement Program. Chair Cooper noted building maintenance and repair has been historically underfunded, which must be addressed in the future. Mayor Buxbaum asked what next steps are for the Needs More Information list. Chair Cooper noted items on that list will become a set of referrals. Chair Cooper discussed the need for the full City Council to receive an update and have discussion of the overall Downtown Ambassador program. Mr. Hall reviewed funding the program has received thus far. Discussions will continue at next week’s City Council Study Session and City Council Meeting. The discussion was completed. 5.
