CALL TO ORDER Chair Parshley called the meeting to order at 5:33 p.m. 2. ROLL CALL Present: 2 - Chair Lisa Parshley and Committee member Yến Huỳnh Excused: 1 - Committee member Jim Cooper 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 22-0966 Approval of September 21, 2022 Finance Committee Meeting Minutes The minutes were approved. 5.B 22-0967 Approval of October 5, 2022 Finance Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 22-0949 2023 Operating Budget Information Senior Planner Joyce Phillips gave an overview of updates made to the Capital Facilities Plan since her last presentation to Council. Program and Planning Supervisor Amy Buckler gave an update on the Parking & Business Improvement Area (PBIA) budget. Economic Development Director Mike Reid gave an update on Lodging Tax budget, which includes allocations to the Washington Center for the Performing Arts and City of Olympia Page 1 Finance Committee Meeting Minutes October 19, 2022 distributions from the Lodging Tax Advisory Committee. Housing & Homelessness Program Manager Darian Lightfoot gave an update on the Housing & Homelessness Fund budget. Climate Program Manager Dr. Pamela Braff gave an update on the Climate Program budget. Cultural Access Program Manager Marygrace Goddu gave an update on the Inspire Olympia budget. The discussion was completed. 6.B 22-0962 Park Impact Fee Study Briefing FCS Group Principal John Ghilarducci gave the Park Impact Fee report. He recommended phasing in fee increases to keep up with population increases. Committee member Huỳnh moved, seconded by Chair Parshley, to recommend phased in increases that also take into account inflation. The motion carried by the following vote: Aye: 2 - Chair Parshley and Committee member Huỳnh Excused: 1 - Committee member Cooper 7. REPORTS AND UPDATES Finance Director Aaron BeMiller reported the additional Finance Committee meeting in November was not needed and will be cancelled. 8.
