CALL TO ORDER Chair Parshley called the meeting to order at 5:35 p.m. 2. ROLL CALL Present: 3 - Chair Lisa Parshley, Committee member Jim Cooper and Committee member Yến Huỳnh 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES - NONE 6. COMMITTEE BUSINESS 6.A 22-0900 2023 Operation Budget Briefing Community Planning & Development Director Leonard Bauer went over impact fees and school impact fees for 2023. Interim Public Works Director Mark Russell proposed a 10% transportation impact fee increase. Water Resources Director Eric Christensen proposed a 9.82% rate increase for wastewater and a 9.88% rate increase for stormwater. Water Resources Operations Supervisor Mike Vessey proposed a 6.6% drinking water rate increase. Director of Waste ReSources Gary Franks proposed a 4% rate increase for residential, commercial, and drop box fees and no increase in organics fees. Finance Director Aaron BeMiller reported on how Ad Valorem taxes are collected. Mr. BeMiller also updated the Committee on how starting a Regional Fire Authority would impact City property tax revenue. The discussion was completed.
