CALL TO ORDER The meeting was called to order at 5:30 p.m. 2. ROLL CALL Present: 3 - Chair Lisa Parshley, Committee member Jim Cooper and Committee member Dani Madrone 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 23-0880 Approval of September 20, 2023 Finance Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 23-0912 Joint Animal Services Briefing Joint Animal Serivces Executive Director Sarah Hock giving a briefing on Joint Animal Services. She explained the costs of the shelter and field operations and the portion assessed to the City of Olympia. Committee members asked clarifying questions. The discussion was completed. 6.B 23-0911 2024 Proposed Operating Budget: Fees, Rates and Special Revenue Funds Discussion Finance Director Aaron BeMiller and department directors explained the current state of the 2024 operating budget. Support for Thurston Conservation District's Urban Agriculture Program and possible funding mechanisms were discussed. Speakers included Assistant City Manager Rich Hoey, Cultural Access Program Manager Marygrace Goddu, Cultural Access Program Specialist Amelia Layton, Interim PBIA Staff Liason Max DeJarnatt, Director of Housing and Homeless Response Darian Lightfoot, Director of Community Planning and Development Leonard Bauer, Deputy Director of Community Planning and Development Tim Smith, Water Resources Director Jesse Barham, Waste ReSources Director Gary Franks, Drinking Water Utility Director Mike Vessey, City Manager Jay Burney, Public Works Director Mark Russell, and Thurston Conservation District Communication Manager Nora White. Committee members asked clarifying questions. The discussion was completed. 6.C 23-0910 2024 Property Tax Update Mr. BeMiller gave a briefing on property tax rates and the limitations of rate increases. Committee members asked clarifying questions. The discussion was completed. 7. REPORTS AND UPDATES The Committee discussed adding a Finance Committee meeting on November 7 and cancelling the Finance Committee meeting on December 20. 8.
