CALL TO ORDER The meeting was called to order at 4:00 p.m. 2. ROLL CALL Present: 3 - Chair Lisa Parshley, Committee member Jim Cooper and Committee member Clark Gilman 3. APPROVAL OF AGENDA Item 6C was moved ahead of Item 6B. The agenda was approved as amended. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 24-0767 Approval of August 26, 2024 Finance Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 24-0749 Washington Center for the Performing Arts Annual Update Washington Center for the Performing Arts Executive Director Jill Barnes and Board Chair Tim Coley, provided an annual update on the outcome of the most recent financial audit, program statistics, and upcoming events. Committee members asked questions about the program, including future costs for a Marquee, and expressed excitement toward the year-over-year attendance increases. The report was received. 6.B 24-0751 Worker’s Bill of Rights and Minimum Wage Discussion City of Olympia Page 1 Finance Committee Meeting Minutes September 16, 2024 Assistant City Manager Stacey Ray presented the tentative approach to the Worker's Bill of Rights and minimum wage discussion, including a timeline for community feedback and scoping the process for the City Council to consider a future ordinance. Committee members discussed the process and timeline in addition to providing recommendations to staff. The discussion was completed. 6.C 24-0748 2025 Preliminary Operating Budget Update City Manager Jay Burney presented an update on the current status of budget balancing efforts, including the current General Fund budget deficit, initial programmatic and personnel reductions within the City Manager's office, and next steps. Committee members asked clarifying questions regarding the impacts of proposed personnel changes, Insurance Trust Fund operations, Nisqually Jail contract cost increases, Community Oversight of Law Enforcement and the Youth Council, and Community Court graduation rates.
