CALL TO ORDER The meeting was called to order at 5:36 p.m. 1.A ROLL CALL Present: 4 - Chair Holly Davies, Vice Chair Dwayne Harkness, Commissioner Mark Rentfrow, and Commissioner Nicholas Vann Excused: 2 - Commissioner Garner Miller, and Commissioner Rachel Newmann 2. BUSINESS ITEMS 2.A 15-0753 Administrative Changes to the Heritage Review Committee Heritage Review Committee (HRC) members expressed support for the Historic Preservation Officer using increased discretion in determining when to convene the Heritage Review Committee for pre-submission advice. Reducing HRC membership to five was discussed. Commissioner Harkness reiterated his offer to step down and other members expressed appreciation for his offering to do so. The HRC will be composed of: Chair Davies, Commissioner Miller, Commissioner Newmann, Commissioner Rentfrow, and Commissioner Vann. The Committee agreed to handle initial approval of draft minutes via email. If a member has concerns about the draft that they think would result in a change to the minutes that would affect a permit decision, the Committee will be convened for a meeting to review and revise the minutes in person. The discussion was completed. 2.B. 15-0757 HERITAGE REVIEW: Permit Application #15-2857 - 213 18th Avenue SW The Committee heard an introduction by Ms. Sadlier with further details provided by the applicant, Michael Chun. Using the U.S. Secretary of the Interior's Standards for Rehabilitation, discussion focused on the proposed plans for the reinstatement of the roof, reuse and replacement of windows, location of windows and doors on the rear elevation, and the City of Olympia Page 1 Heritage Commission Meeting Minutes August 3, 2015 addition of a two-foot eaves overhang. Commissioners supported the applicant's desire to refurbish and reuse all wood windows that are in a reasonable condition and find suitable wood replacements for those that are missing or beyond repair (pending review of their design). They also supported his plan to reinstate the roof form that existed prior to partial demolition. The Committee noted there may be a case for adding the eaves overhang in order to protect the building from moisture infiltration, provided its design is simple with no conjectural details. The applicant stated he would not pursue the relocation of rear doors and windows at this time. Ms. Sadlier noted the Building Plans Examiner would require more details in order to process the application. The Committee agreed that if the details submitted reflected their recommendations, Ms. Sadlier could perform the final heritage review at staff level. 2.C. 15-0752 Approval of June 1, 2015 and July 6, 2015 Olympia Heritage Commission’s Heritage Review Committee Meeting Minutes The minutes were approved by consensus. 3.
