CALL TO ORDER The meeting was called to order at 12:00 p.m. 1.A ROLL CALL Present: 3 - Vice Chair Dwayne Harkness, Commissioner Garner Miller and Commissioner Sheila Swalling Excused: 2 - Chair Holly Davies and Commissioner Nicholas Vann 2. BUSINESS ITEMS 2.A 16-1194 SPECIAL VALUATION EXPENSE REVIEW: Rainbow Health, LLC, 1701 4th Ave E Following a visual inspection and discussion of the rehabilitation work with the applicants, the Heritage Review Committee voted unanimously to recommend that the submitted expenses meet the U.S. Secretary of the Interior's Standards for Rehabilitation. Discussion points: - Committee members expressed appreciation for the high quality and compatibility of the rehabilitation work as well as the retention/reuse of so many original features. - One area that called for more intensive discussion was the treatment of the basement entrance facade with applied stonework. While Committee members discussed its somewhat incompatible appearance with the building's Craftsman features, the conclusion to support the inclusion of these costs in the overall budget was supported by Standards 9 and 10 as follows: ---The alteration from a garage to smaller pedestrian entrance would have required some infill, so there was a need to treat at least part of the surface anyway, ---This treatment is reversible, ---This treatment helps distinguish the old from the new, and ---This is a secondary facade.
