1. CALL TO ORDER
Vice Chair Austin called the meeting to order at 6:30 p.m.

The agenda was approved.
3. APPROVAL OF MINUTES
3.A 17-1095 Approval of September 27, 2017 Olympia Heritage Commission Meeting
Minutes
The minutes were approved.
4. PUBLIC COMMENT
Jeanine Gates put a call out to the Commission for articles for the Thurston County
Historical Journal.
5. ANNOUNCEMENTS
Ms. Sadlier distributed a calendar from the Olympia Tumwater Foundation.
Mayor Selby discussed a recent newspaper article regarding the future location of the

Thurston County courthouse and its potential to impact the Robert-Wohleb designed
Olympia City Hall. Ms. Sadlier distributed a copy of a letter from Mayor Selby regarding
this issue.
Ms. Goddu reported on the recent City Council adoption of the Olympia Art Crossings.
6. BUSINESS ITEMS
6.A 17-1096 Update on Arts, Cultures and Heritage (ArCH) Project
Ms. Sadlier provided an update on Arts, Culture and Heritage (ArCH) project. She
reviewed a PowerPoint presentation from the Resource Committee meeting that was
held on October 19, 2017. Ms. Goddu and Mayor Selby provided their input regarding
this project.
The information was received.
6.B 17-1098 Introduction to Preparing 2018 Heritage Commission Work Plan
The Commission began a discussion about its 2018 work plan. Commissioner Swalling
suggested adding window restoration guidelines to the work plan. It was suggested that
a new committee be formed to work on historic preservation guidance.
The preliminary discussion was completed.
7. REPORTS
7.A Downtown Committee
Commissioner Miller provided an update on the Downtown design guideline workgroup.
As currently proposed, the guidelines will only use the Secretary of the Interior's
Standards for the review of proposed alterations to individually designated properties
and contributing properties in the historic district. The Standards will be used in
conjuction with the design guidelines for non-contributing properties and infill.
Commissioner Miller also provided an update on the Avalon project.
There was a brief discussion about possibly removing this Committee since heritage is
now intertwined in the Downtown Strategy and other Downtown projects.
7.B Heritage Review Committee
Ms. Sadlier provided a report on an inspection she conducted at a home on Capitol Way
which completed renovations recently approved by the Heritage Review Committee.
7.C Outreach Committee
The Commission discussed the recent Olympia tour day event organized by the local
chapter of the International Committee for Documentation and Conservation of buildings,

sites and neighborhoods of the Modern Movement (DOCOMOMO) that took place on
October 7, 2017.
7.D Policy & Ordinance Committee
No report at this time.
7.E Survey & Inventory Committee
Ms. Sadlier indicated the Request for Proposals (RFP) for the Priest Point Park survey is
about to go out.
7.F Staff
Ms. Sadlier reported on the following:
· West Bay park plan
· Two applications received for the historic register
· She will be reducing her staff time down to 75% time and most of her time will be
focused on her role as the Historic Preservation Officer
8. OTHER TOPICS
Ms. Sadlier announced Tacoma is putting out a bid to host the National Association of
Preservation Commission 2020 Forum. She created a letter of support for Tacoma to be
the host of the forum. The Commission was in support of the letter which will be signed
by Ms. Sadlier and Chair Kelly.
