Committee member Harkness called the meeting to order at 12:05 p.m.

2.A 18-0646 BUILDING PERMIT REVIEW: Alcove Gate Installation - 301 4th Ave E

The Heritage Review Committee met on-site, July 2, 2018, to review the proposed
alcove gate for the northwest tenant space in the Rex Building. The tenant removed the
chain-link fence installed to discourage overnight camping in the canopy alcove. He
intends to install an accordion scissor gate that will extend from the columns. The gates
will meet in the center and will be supported by wheeled posts. The gate section at the
corner of the storefront will be the most challenging to install.
Citing guidance of the Secretary of the Interior’s Standards and Guidelines for the
Treatment of Historic Properties (SOI), Committee member Harkness indicated the
proposed changes shall be undertaken in such a manner as to cause no harm to historic
integrity and, if removed in the future, any repairs may be made without loss of historic
integrity.

The project complies with all applicable Secretary of the Interior’s Standards for the
Treatment of Historic Properties, particularly items 9 and 10.
Standard 9: New additions, exterior alterations, or related new construction will not
destroy historic materials, features, and spatial relationships that characterize the
property. The new work will be differentiated from the old and will be compatible with the
historic materials, features, size, scale and proportion, and massing to protect the
integrity of the property and its environment.
Standard 10: New additions and adjacent or related new construction will be
undertaken in such a manner that, if removed in the future, the essential form and
integrity of the historic property and its environment would be unimpaired.
Committee member Harkness moved, seconded by Comittee member
Swalling, to approve the gate design/photos and installation proposal, as
submitted. The motion carried by the following vote:

B 18-0643 BUILDING PERMIT REVIEW: Siding Installation - 822 Olympia Avenue
NE (CPD File 18-2523)
The application of vertical metal panels and 1” insulation has been started in multiple
locations on this contributing-pivotal Craftsman style building in the Olympia Avenue
Historic District. The owner wishes to mitigate magnetic exposure from nearby utility
meters, rainwater infiltration, lead paint, and insulation, and claimed to not be aware of
the historic status of the house, nor that the building was located in the District.
Installation of the siding was made without obtaining a building permit application. A stop
work order was issued on June 19, 2018. Ms. McCoy spoke with the owners and their
attorney regarding the need for a building permit application and review by the Heritage
Review Committee.
The HRC members noted the application does not meet SOI Standards 2, 5, 6, or 9.
Most importantly the application of the new siding is a fundamental violation of the
property’s historic integrity.
Standard 2: The historic character of a property will be retained and preserved. The
removal of distinctive materials or alteration of features, spaces, and spatial
relationships that characterize a property will be avoided.
Standard 5: Distinctive materials, features, finishes, and construction techniques or

examples of craftsmanship that characterize a property will be preserved.
Standard 6: Deteriorated historic features will be repaired rather than replaced. Where
the severity of deterioration requires replacement of a distinctive feature, the new
feature will match the old in design, color, texture, and, where possible, materials.
Replacement of missing features will be substantiated by documentary and physical
evidence.
Standard 9: New additions, exterior alterations, or related new construction will not
destroy historic materials, features, and spatial relationships that characterize the
property. The new work will be differentiated from the old and will be compatible with the
historic materials, features, size, scale and proportion, and massing to protect the
integrity of the property and its environment.
Committee members also discussed that the proper practice within the historic district is
to repair materials that are deteriorated beyond repair with in-kind materials. The house
does not appear to have siding that is beyond repair and the materials selected are not
in-kind. Visual inspection of the property determined new siding has been installed on the
lower level of the house in areas that are visible from the public right-of-way.
Commissioner Swalling moved, seconded by Commissioner Harkness, to
deny the application for metal siding and moved to require all of the metal
siding be removed, as it does not meet SOI Standards 2, 5, 6, and 9.
Additionally, the infill of the porch is not in character with the house, and
requires Heritage Review. The motion carried by the following vote:

Swalling and Commissioner Vann
