CALL TO ORDER Chair Davies called the meeting to order at 6:01 p.m. 1.A ROLL CALL Present: 7 - Chair Holly Davies, Vice Chair Garner Miller, Commissioner Aicha El Beloui, Commissioner Shannon Glenn, Commissioner Audrey Henley, Commissioner Andrea Pareigis and Commissioner Gary Stedman Excused: 3 - Commissioner Stacy Hicks, Commissioner Kenneth House and Commissioner Jessica Hull Absent: 1 - Commissioner Sharon Lumbantobing 1.B OTHERS PRESENT Historic Preservation Officer Holly Borth Lackey Duplex Property Owner David Goularte Deputy Director of Community Planning & Development Tim Smith 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 23-0714 Approval of April 19, 2023 Heritage Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS 6.A 23-0699 Recommend to City Council approval of the Special Tax Valuation application for the James Martin Warehouse and Daily Olympian City of Olympia Page 1 Heritage Commission Meeting Minutes August 23, 2023 Building at 115 State Avenue NE Commissioner Parageis moved, seconded by Commissioner Glenn, to approve recommending to City Council the special tax valuation application for the James Martin Warehouse and Daily Olympian Building at 115 State Avenue NE. The motion was approved unanimously. 6.B 23-0701 Approval of the Lackey Duplex at 2711 Adams Street SE to be listed in the Olympia Heritage Register Commissioner Stedman moved, seconded by Commissioner Glenn, to approve the Lackey Duplex at 2711 Adams Street SE to be listed in the Olympia Heritage Register under Categories B, C, and D. The motion passed unanimously. 6.C 23-0702 Approval of the Parthia Tugboat for listing in the Olympia Heritage Register Commissioner Miller moved, seconded by Commissioner Pareigis, to approve the Parthia Tugboat for listing in the Olympia Heritage Register under Categories A, B, C, and D, pending its listing be changed to note it retaining integrity of location and not setting. The motion passed unanimously. 6.D 23-0703 Approval of the Delta V. Smyth Tugs and Barges Company Site to be listed in the Olympia Heritage Register Commissioner Miller moved, seconded by Commissioner Henley, to approve the Delta V. Smyth Tugs and Barges Company Site for listing in the Olympia Heritage Register under Categories A, B, C, and D, pending its listing be changed to note it only retains integrity of location and setting.
