CALL TO ORDER Chair Gilman called the meeting to order at 5:32 p.m. 2. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT Tom Crawford, from Thurston County Climate Action, thanked the Committee and the City Council for their support regarding the climate change action plan. 5. APPROVAL OF MINUTES 5.A 18-0601 Approval of May 17, 2018 Land Use & Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes June 21, 2018 6.A 18-0266 Regional Climate Mitigation Plan Ms. MacEwen and Ms. Parkhurst gave a status update on climate mitigation planning. Committee member Jones moved, seconded by Committee member Parshley, to recommend Option 1 - City Council adoption of revised community-wide greenhouse gas emissions reductions targets and baseline year. The target reduction of 45 percent below 2015 levels by 2030 and 85 percent below 2015 levels by 2050 will be the same for all jurisdictions participating in the Regional Climate Mitigation Plan. The motion carried by the following vote: Aye: 3 - Chair Gilman, Committee member Jones and Committee member Parshley 6.B 18-0267 2018 Engineering Design and Development Standards (EDDS) Update Mr. Sperr gave an update on Engineering Design and Development Standards. Committee member Parshley moved, seconded by Committee member Jones, to forward staff's recommendations on the 2018 proposed topics to be addressed in the annual update of the Engineering Design and Development Standards to the full Council for approval. The motion carried by the following vote: Aye: 3 - Chair Gilman, Committee member Jones and Committee member Parshley 6.C 18-0529 Parks and Open Space Zoning Discussion Ms. Phillips presented a summary of pros and cons of Parks and Open Space Zones following the LBA Woods property rezone after the City purchased it. The discussion was completed. 6.D 18-0550 Vulnerable Renter Protections Discussion Mr. Stahley shared information on increased rents, homelessness, and the percentage of renterns in the community. Ms. Schlecht discussed recommendation from the Fair Housing Assessment. The discussion was completed. 7. REPORTS AND UPDATES - NONE 8.
