CALL TO ORDER Chair Cunningham called the meeting to order at 6:30 p.m. 1.A ROLL CALL Present: 9 - Chair Rad Cunningham, Commissioner Tammy Adams, Commissioner Kento Azegami, Commissioner Joel Baxter, Commissioner Jessica Blose, Commissioner Travis Burns, Commissioner Paula Ehlers, Commissioner Candi Millar and Commissioner Carole Richmond OTHERS PRESENT City of Olympia Community and Development Staff: Senior Planner Joyce Phillips Senior Planner Stacey Ray 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 18-0659 Approval of Monday, June 18 Planning Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - NONE 5. STAFF ANNOUNCEMENTS Ms. Ray made announcements. 6. BUSINESS ITEMS 18-0603 2018 Comprehensive Plan Amendment Final Docket Briefing Ms. Phillips gave a briefing on the Comprehensive Plan Amendments. City of Olympia Page 1 Planning Commission Meeting Minutes July 9, 2018 The information was received. 18-0648 Missing Middle Housing Analysis - Deliberations Commissioners continued deliberations on the Missing Middle Housing recommendations. Commissioner Millar moved, seconded by Commissioner Blose, to require one off-street parking space for every four Single Room Occupancy units, one off-street parking space for every duplex, triplex, fourplex, courtyard apartment, and townhouse unit (1.5 spaces per unit if on-street parking is not available), and one off-street space for every ADU. Commissioners elected to vote on the off-street parking space per ADU in a separate vote. The motion by the following vote: Aye: 9 - Chair Cunningham, Commissioner Adams, Commissioner Azegami, Commissioner Baxter, Commissioner Blose, Commissioner Burns, Commissioner Ehlers, Commissioner Millar and Commissioner Richmond Commissioner Millar moved, seconded by Commissioner Adams, to require one off-street parking space per ADU. The motion failed by the following vote: Aye: 3 - Commissioner Adams, Commissioner Blose and Commissioner Millar Nay: 5 - Chair Cunningham, Commissioner Azegami, Commissioner Baxter, Commissioner Ehlers and Commissioner Richmond Abstained: 1 - Commissioner Burns Commissioner Azegami moved to require no off-street parking for homes that are 800 square feet or less in size. The motion failed by the following vote: Aye: 3 - Chair Cunningham, Commissioner Azegami and Commissioner Baxter Nay: 6 - Commissioner Adams, Commissioner Blose, Commissioner Burns, Commissioner Ehlers, Commissioner Millar and Commissioner Richmond Chair Cunningham moved, seconded by Commissioner Azegami, to require no off-street parking spaces for ADUs. The motion carried by the following vote: Aye: 6 - Chair Cunningham, Commissioner Azegami, Commissioner Baxter, Commissioner Ehlers, Commissioner Millar and Commissioner Richmond Nay: 2 - Commissioner Adams and Commissioner Blose City of Olympia Page 2 Planning Commission Meeting Minutes July 9, 2018 Abstained: 1 - Commissioner Burns Commissioner Ehlers moved, seconded by Vice-Chair Richmond, to approve recommending adoption of staff-recommended change DUP-1 to allow duplexes in R4-8 zoning district. The motion carried by the following vote: Aye: 6 - Commissioner Adams, Commissioner Azegami, Commissioner Baxter, Commissioner Ehlers, Commissioner Millar and Commissioner Richmond Nay: 2 - Commissioner Blose and Commissioner Burns Abstained: 1 - Chair Cunningham Commissioner Blose moved, seconded by Commissioner Millar, to recommend adoption of staff recommended changes #CYA-2b and T&F-1b, revised to ensure transit provider route changes do not effect a change to City zoning and with distance altered to 300 feet. The motion carried by the following vote: Aye: 5 - Commissioner Adams, Commissioner Blose, Commissioner Burns, Commissioner Millar and Commissioner Richmond Nay: 4 - Chair Cunningham, Commissioner Azegami, Commissioner Baxter and Commissioner Ehlers Commissioner Azegami moved, seconded by Commissioner Burns, to recommend the City Council adopt staff recommendations CYA-2b and T&F-1b with specific language regarding transit routes in effect as of a certain date to be selected by City Council as part of Council's decision, given the proposed service changes by Intercity Transit. The motion carried by the following vote: Aye: 9 - Chair Cunningham, Commissioner Adams, Commissioner Azegami, Commissioner Baxter, Commissioner Blose, Commissioner Burns, Commissioner Ehlers, Commissioner Millar and Commissioner Richmond Commissioner Blose moved to withhold making a recommendation on staff's ADU-4 recommendation. Motion failed for lack of a second. Commissioner Azegami moved to recommend that City Council adopt all other staff recommendations except those already taken by specific action tonight. The motion carried by the following vote: Aye: 6 - Chair Cunningham, Commissioner Azegami, Commissioner Baxter, Commissioner Ehlers, Commissioner Millar and Commissioner Richmond Abstained: 3 - Commissioner Adams, Commissioner Blose and Commissioner Burns City of Olympia Page 3 Planning Commission Meeting Minutes July 9, 2018 Chair Cunningham moved, seconded by Commissioner Millar, to close public comment on Missing Middle deliberations. The motion carried by the following vote: Aye: 8 - Chair Cunningham, Commissioner Adams, Commissioner Azegami, Commissioner Baxter, Commissioner Burns, Commissioner Ehlers, Commissioner Millar and Commissioner Richmond Nay: 1 - Commissioner Blose 7. In order for the Committee or Commission to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Committee or Commission in these two areas: (1) on agenda items for which the Committee or Commission either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days or for quasi-judicial review items for which there can be only one public hearing, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. The Planning Commission is only accepting written comments on the Missing Middle Housing recommendations until it completes its deliberations. 5.
