CALL TO ORDER Chair Gilman called the meeting to order at 5:32 p.m. 2. APPROVAL OF AGENDA The order of business item 6.A and 6.B were switched. The agenda was approved as amended. 4. PUBLIC COMMENT Chris van Daalen spoke. 5. APPROVAL OF MINUTES 5.A 19-0946 Approval of September 19, 2019 Land Use & Environment Committee City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes October 14, 2019 Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 19-0931 Briefing on Commons at Fertile Grounds Future Use - Process and Approach Mr. Bauer and Mr. van Daalan briefed the Committee on optional approaches to determine future uses for the Commons at Fertile Grounds. The discussion was completed. 6.B 19-0824 Review Draft Eastside Subarea Plan Mrs. Moorehead, Mr. Sweeney and Mr. Rioux presented a draft of the Eastside Neighborhood Subarea Plan. Committee member Jones moved, seconded by Committee member Parshley, to recommend acceptance of the Eastside Subarea Plan and forward it to City Council for consideration, pending a recommendation from the Planning Commission to accept the plan and resolution of the Downtown Neighborhood Association boundary. The motion carried by the following vote: Aye: 3 - Chair Gilman, Committee member Jones and Committee member Parshley 7. REPORTS AND UPDATES Short Term Rentals - Mr. Bauer provided four handouts showing data on the current situation related to short-term rentals in Olympia. Renters Protection - Mr. Retilin reviewed a handout/matrix called "Potential options for addressing tenant protection issues" that was distributed to the Committee. The matrix was discussed and staff noted an upcoming City Council study session on this topic November 19. 8. ADJOURNMENT The meeting was adjourned at 7:53 p.m. City of Olympia Page 2
