CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. ROLL CALL Present: 3 - Chair Dani Madrone, Committee member Jim Cooper and Committee member Clark Gilman 2.B OTHERS PRESENT Community Planning and Development Staff: Director Leonard Bauer Housing Program Specialist Christa Lenssen Public Works Staff: Engineering and Planning Supervisor Susan Clark Consultant Jason Robertson 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT The following people spoke: Deiter Jacobs, Jim Lazar, and Kathryn Ness. 5. APPROVAL OF MINUTES 5.A 22-0390 Approval of March 17, 2022 Land Use & Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 22-0376 Water System Plan Update Project Briefing Ms. Clark provided a presentation. The Committee asked several questions regarding City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes - Final April 21, 2022 the draft Water System Plan. They directed staff to forward the Water System Plan to the full Council unless there are significant substantive comments from the WA Department of Health on the draft plan. The information was received. 6.B 22-0367 Rental Housing Code Community Engagement Report Ms. Lenssen and Mr. Robertson gave a presentation summarizing results of surveys and focus groups provided in the handouts. Ms. Lenssen and Mr. Robertson addressed other jurisdictions' approaches and approaches suggested by participants. Committee members discussed policy approaches pertaining to rental registry, limits on security deposits and move-in fees, tenant relocation assistance, limiting screening criteria, information on tenant rights provided by landlords and extending the notice for rent increases. The information was received. 7. REPORTS AND UPDATES Mr. Bauer provided an updated map for the Capital Triangle Subarea Plan. Committee member Gilman requested adding a future agenda item to receive a briefing on the Capitol Campus modernization plan and potential impacts to areas adjacent to the Campus, especially parking. 8.
