CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 23-0840 Approval of August 24, 2023 Land Use & Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 23-0801 Review of Potential Barriers to Urban Farms in Olympia Ms. Carman-White and Ms. Wagner updated the Committee on their work under an interlocal agreement between the City and Thurston Conservation District. Mr. Bauer provided an overview of staff's review of City codes for potential barriers to urban City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes September 28, 2023 farming. Committee members provided feedback and directed staff to continue work on several of the recommendations to address barriers. The information was received. 6.B 23-0816 Housing and Homelessness Program Update Ms. Lightfoot reviewed the housing and homeless services work program and accomplishments, and presented performance measures and data showing progress. The report was received. 6.C 23-0791 Comprehensive Plan Update Briefing Ms. Phillips provided an update on the Comprehensive Plan update that is due by June 30, 2025 and will cover the period from 2025 to 2045. She reminded the Committee the update will also include a review and update of development regulations to ensure they are consistent with the updated plan. Committee members discussed the schedule, public participation and outreach. The report was received. 7. REPORTS AND UPDATES Mr. Bauer reported on scheduled agenda items for future meetings. The Committee cancelled the scheduled December 21, 2023 meeting and moved agenda items to the November 2023 and January 2024 meetings. 8.
