Present: 6 - President Jim Cooper, Vice President Lisa Parshley, Boardmember
Jessica Bateman, Boardmember Nathaniel Jones, Boardmember
Renata Rollins, and Boardmember Cheryl Selby
Excused: 1 - Boardmember Clark Gilman
2. APPROVAL OF AGENDA
President Cooper suggested adding 2.5 to the Agenda to receive a report from finance
staff.
The agenda was approved as amended.
2.5 UPDATE FROM FINANCIAL STAFF
Treasurer Debbie Sullivan reported on July 17, 2018 the Olympia City Council declared
an emergency due to homelessness, established action items to address homelessness,
and asked staff to come up with funding. She outlined a proposal to borrow from the
non-voted utility tax (NVUT) for three years to address homelessness, and in return,
extend the NVUT for parks acquisition until 2029.
Ms. Sullivan noted the Olympia Metropolitan Parks District (OMPD) Advisory Committee
met October 24 and recommends extending the NVUT until 2030. She added staff's
recommendation is to maintain the NVUT for parks acquisition until January 1, 2026
(which is the current agreement) and do an interfund loan for $1,485,000 during the
declared 3-year emergency.
Boardmembers asked clarifying questions.

Committee on 2019 preliminary budget
OMPD Advisory Committee member James Reddick reported the Committee supports
the budget and believes it meets the criteria of the agreement. He noted the Committee
is pleased to see $500,000 in the budget for development of the Yelm Highway property.
The report was received.
4.C 18-1036 Public Hearing on the 2019 Preliminary Olympia Metropolitan Park
District (OMPD) Budget
Parks, Arts & Recreation Associate Director Jonathon Turlove provided a brief overview
of the 2019 budget. President Cooper opened the public hearing at 6:14 p.m.
The following people spoke: Karen Messmer, Jack Horton, Bob Jacobs, and Jim Lazar.
President Cooper closed the public hearing at 6:20 p.m.
Boardmembers asked clarifying questions.
The public hearing was held and closed.
4.D 18-1046 Public Hearing on the 2019 Olympia Metropolitan Park District (OMPD)
Ad Valorem Tax
Fiscal Services Director Nanci Lien gave a brief overview of the 2019 OMPD property
tax. President Cooper opened the public hearing at 6:31 p.m.
Bob Jacobs spoke. President Cooper closed the public hearing at 6:32 p.m.
Boardmember Jones moved, seconded by Vice President Parshley, to direct
staff to prepare an ad valorem tax resolution in the amount of $3,922,799 for
OMPD Board approval on November 13. The motion carried by the following
vote:
Aye: 6 - President Cooper, Vice President Parshley, Boardmember Bateman,
Boardmember Jones, Boardmember Rollins and Boardmember
Selby
Excused: 1 - Boardmember Gilman
6. ADJOURNMENT
