CALL TO ORDER The meeting was called to order at 6:00 p.m. Present: 6 - Chair Maria Ruth, Vice Chair Joshua Clark, Committee member Barbara Benson, Committee member Candace Jacobs, Committee member Brock Milliern and Committee member Rhonda Olnick 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES Approval of October 19, 2017 Parks and Recreation Advisory Committee Meeting Minutes Attachments: Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS -- Jim Cooper is the new Councilmember liaison to PRAC. -- Applications for advisory committee member open positions are due January 31. -- Saturday, March 17 is the Arbor Day event at LBA Woods. -- June 2 is the National Trails Day event in partnership with the City of Lacey and will celebrate the newly re-named Karen Fraser Woodland Trail. -- National Geographic named Olympia one of the best small cities in the United States, highlighting the coffee shops and parks. 6. BUSINESS ITEMS West Bay Restoration & Park Master Plan Parks Planning and Design Manager Laura Keehan reviewed information that was presented at the January 17 West Bay Park public meeting. She explained the five alternative trail routes that have been identified, as well as the three alternatives for development of the northern park site. An online survey is open from January 18 - February 1. All presentation materials will be posted online at olympiawa.gov/westbaypark. Committee members asked clarifying questions. Committee members comments included: preferred trail alignment across the railroad berm, preferred a more passive City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes - Final January 18, 2018 Committee simple design, concerned about future maintenance costs (i.e. Percival Landing, sea-level rise), should consider need for more parking, and should consider a phased approach for development. In May, the Committee will have an opportunity to provide additional feedback. The report was received. Draft PRAC 2018-2019 Work Plan and Officer Elections Ms. Keehan reviewed the draft work plan items. The Committee will finalize the work plan at February's meeting. Chair Ruth and Vice Chair Clark were nominated to continue their roles as Chair and Vice Chair for another year. Both members accepted the nominations. The decision was approved. 7. REPORTS A. North Capitol Campus Heritage Park Development Assoc. Candace Jacobs gave an update. B. Artesian Leadership Committee. Maintenance Manager Gary Franks gave an update on the Artesian Commons. In 2018, the City will increase the hours of the Well Host and Ranger to 7 days a week for 7 months for 10 hours a day. C. Olympia Metropolitan Parks Advisory Board. No update. D. Technical Work Group for Downtown Design Guidelines. No update. E. Sea Level Rise. No Update. 8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS - None 9.
