CALL TO ORDER Chair Hicks called the meeting to order at 6:02 p.m. 1.A ROLL CALL Present: 7 - Chair Stacy Hicks, Vice Chair Timothy Grisham, Commissioner Diana Fairbanks, Commissioner Marygrace Goddu, Commissioner Ron Hinton, Commissioner Katie Nelson and Commissioner Katherine Williams Absent: 1 - Commissioner Kathy Murray OTHERS PRESENT Assistant City Manager Jay Burney 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 18-0008 Approval of December 14, 2017 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT Ms. Yoke introduced herself as an interested applicant in the open Arts Commission seat, in attendance to gain insight into how the board operates. Ms. Rayles noted she is a student in the UW-Tacoma Cultural Administration Policy Program, and that the Arts Commission is the focus of a report she is working on. 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. Ms. Johnson shared an invitation for interested Commissioners to attend an upcoming Planning Commission meeting for an update on the Action Plan. BUSINESS ITEMS 18-0002 ArCH Update Mr.Burney shared progress to date on the ArCH project, providing an overview of the 6 stakeholder meetings, participants, and general recommendations. The next task for the team will be to develop a framework for sequencing of tasks in order to move forward. Mr. Burney anticipates sharing a draft report with the Arts Commission in March or April of this year. The report was received. 18-0003 Review of traffic box image proposals Ms. Johnson shared the 70 images received for the Traffic Box Wrap Project. Commissioners reviewed the submissions to determine if any met the published criteria for dismissal - "Submissions that include advertising or logos or are political, religious or sexual in nature will not be considered." Commissioners felt it was a strong group of designs and were pleased to see a lot of first-time applicants on the list. Commissioners spoke specifically about two pieces, and with direction to "blur" a readable license plate in one image, they felt both were good to move forward to public vote. Commissioner Fairbanks moved, seconded by Commissioner Nelson, to forward the submitted images to public vote, once the change was made to make the license plate anonymous. The motion carried by the following vote: Aye: 7 - Chair Hicks, Vice Chair Grisham, Commissioner Fairbanks, Commissioner Goddu, Commissioner Hinton, Commissioner Nelson and Commissioner Williams Absent: 1 - Commissioner Murray 7. REPORTS 18-0004 Policy & Program Recommendation Reports 1.1 Municipal Art Plan to City Council - Commissioners reviewed the draft plan and made edits. 1.2 Music Out Loud - Ms. Johnson shared progress to-date on the mosiac component. Commissioners talked about insurance requirements for future performers. 1.3 City Gateways - Commissioners determined a juror framework and began preliminary conversation on the shape of the Call for Artists. 1.4 Arts Center Support - Commissioner Hinton noted the Olympia Artspace Alliance (OAA) was still involved with the Ward Building project as community consultants, and that, come sping, they will embark on a survey of available downtown space. City of Olympia Page 2 Arts Commission Meeting Minutes January 11, 2018 1.5 Support Creative District - During the ArCH update, Mr. Burney noted the City intends to apply for Creative District recognition, and the application process has just opened. 1.6 Commission Retreat/Work Session - Chair Hicks asked that the OAA be invited to the May retreat for an update on their work. 1.7 Expressive Enhancement of Downtown - Ms. Johnson reminded Commissioners of the Downtown Pedestrian Imrpovement Open House on January 25. 1.8 Proposal for Arts Organizations Granting Program - Commissioners edited the current draft, offered by Vice-Chair Grisham, for staff to bring back at the next meeting. The report was received. 18-0005 Arts Program Support Reports 2.1 Arts Walk 54 & 55 - No report. 2.2 Public Art Assessment - No report. 2.3 Arts & Heritage Day at the Capitol - Chair Hicks and Commissioner Fairbanks intend to attend. 2.4 Traffic Box Mural Wrap Public Art Project - See Business Items. 2.5 Percival Plinth Project - Ms. Johnson will determine a jury date for Commissioners Fairbanks, Hinton and Nelson. 2.6 Poet Laureate - Vice-Chair Grisham and Commissioner Nelson both attended the Poet Laureate presentation at the January 9, 2018 City Council meeting, and observed the event was well-received. 2.7 Implementation of Temporary Display of Art at City Hall & Programming - No report. 2.8 Northwest Public Art Conference - Complete.
