1. CALL TO ORDER
Chair Hicks called the meeting to order at 6:00 p.m.

2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
17-1258 Approval of November 9, 2017 Arts Commission Minutes
The minutes were approved.
4. PUBLIC COMMENT
Tobias Gurl noted interest in the work of the Arts Commission.
5. ANNOUNCEMENTS
Commissioners shared information about past and upcoming arts events.
6. BUSINESS ITEMS
17-1243 Approval of Arts Walk cover artists spring and fall of 2018
Ms. Nava presented the work of the jury: artist Laura Yu for spring, Mark Larson for fall,

with alternates Darcy Goedecke and Veta Bakhtina, respectively. Commissioner
Grisham noted that while these four applicants rose to the top among the three jurors (Mr.
Grisham, Audrey Henley and Loralin Toney), the pool of 24 applicants was a really good
group.
Commissioner Nelson moved, seconded by Commissioner Fairbanks, to
approve the jury’s recommendation of one artist and one alternate artist each
for spring and fall 2018. The motion carried by the following vote:
Aye: 7 - Chair Hicks, Vice Chair Goddu, Commissioner Fairbanks,
Commissioner Hinton, Commissioner Murray, Commissioner Nelson
and Commissioner Williams
Abstained: 1 - Commissioner Grisham
7. REPORTS
17-1248 Commission Items
1.1 Municipal Art Plan to City Council - Ms. Johnson shared an updated version of the
Municipal Art Plan (MAP) for review. Chair Hicks requested that Commissioners come
to the January meeting prepared to review both the MAP and the 2018 Work Plan.
1.6 Commission Retreat/Work Session - Done
2.8 Northwest Public Art Conference - Done
The report was received.
17-1020 Community Events & Outreach
1.4 Arts Center Support - Commissioner Hinton shared updates on the efforts of the
Olympia Artspace Alliance.
1.5 Support Creative District - Ms. Johnson noted the application for Creative District
recognition is projected to go out 1st quarter of 2018.
1.7 Expressive Enhancement of Downtown - Ms. Johnson shared there will be an open
house for the Downtown Street Improvements on January 25. Public artist Ellen Sollod is
on the design team.
1.8 Proposal for Arts Organizations Granting Program - Ms. Johnson shared a very loose
draft based on the Olympia Neighborhood Matching Grant form. Commissioners
Grisham, Goddu and Hicks asked for an electronic version in order to edit and refine.
2.1 Arts Walk 54 & 55 - Ms. Nava updated on the new electronic application process and
new printed materials for the spring event.
2.3 Arts & Heritage Day at the Capitol - Ms. Johnson shared that arts program volunteer
Ricky Santiago will be making constituent and legislative appointments for the February 7
event.
2.6 Poet Laureate - Ms. Johnson distributed the Poet Laureate work plan to date and the
4 haiku poems to be stamped into the concrete of the upcoming isthmus hardscape
project. Commissioners shared approval of the poems.

17-1021 Art in Public Places Committee
1.2 Music Out Loud - Commissioner Grisham shared the Call for Musicians and noted
staff was working on the associated insurance issues to reduce barriers to participation.
Commissioner Nelson has agreed to join that jury.
1.3 City Gateways - Commissioner Fairbanks shared the draft outreach schedule for
development of the Call for Art. Commissioner Nelson joined Commissioners Goddu and
Grisham in the the Art Crossings work group, which will meet in January.
2.2 Public Art Assessment - Done. Ms. Johnson reported Parks summer seasonal
Derrick Belevieu has completed his work for the year and was successful in cleaning
most of the public art collection this summer, and addressed some delayed maintenance
issues as well.
2.4 Traffic Box Mural Wrap Public Art Project - Ms. Nava noted there will be traffic box
images for Commission approval at the January meeting.
2.5 Percival Plinth Project - Commissioners Fairbanks, Hinton and Nelson have agreed
to be on the jury for the project.
2.7 Implementation of Temporary Display of Art at City Hall & Programming - As
insurance proved to be a barrier to applicants during the first call for curators, Ms.
Johnson made some inquiries which determined that curators would not need insurance
if staff installed the exhibition. Commissioner Goddu suggested looking into a
professional preparator on installer for that task. Staff will follow up.

17-1242 ArCH Program Report
Commisisoner Goddu reported out on the major themes proposed at the final Resource
Committee meeting for the ArCH assessment. Ms. Johnson noted Assistant City
Manager Jay Burney would be making a presentation to the Commission at the January
meeting.
