CALL TO ORDER The meeting was called to order at 6:00 p.m. Present: 3 - Chair Maria Ruth, Committee member Barbara Benson and Committee member Candace Jacobs Absent: 3 - Vice Chair Joshua Clark, Committee member Brock Milliern and Committee member Rhonda Olnick 2. APPROVAL OF AGENDA Agenda was approved. 3. APPROVAL OF MINUTES No quorum was present; approval of minutes was postponed to next meeting. 4. PUBLIC COMMENT Jack Horton stated the Woodland Trail Greenway Association supports the West Bay Trail project along the railroad berm. He encouraged the City to reject the option of the trail on West Bay Drive. 5. ANNOUNCEMENTS --Missing Middle Open House is scheduled for February 26. --Celebrate Arbor Day event will be held March 17 at LBA Park. --Earth Day event will be held on April 21 at Priest Point Park. --Trails Day event will be held on June 2 at the Karen Fraser Woodland Trail. --Parks Volunteer Appreciation Picnic will be held August 25. --General Government Committee is in the process of interviewing for open committee positions. 6. BUSINESS ITEMS 6.A Action Plan Briefing Attachments: Action Plan (website) Annual Cycle Citizen Survey Report Community Indicators Stacey Ray, Senior Planner, briefed the Committee on the Action Plan strategies and actions for 2018. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes - Final February 15, 2018 Committee The information was received. 6.B Urban Design Regulation Update Attachments: view map Amy Buckler, Senior Planner, briefed the Committee on the urban design regulation updates. An Open House will be held on April 18. Ten views in the Downtown have been identified for protection. The view from West Bay Park to Mt. Rainier will be protected by limiting new construction building height. The report was received. 6.C Draft PRAC 2018-2019 Work Plan Attachments: Draft Work Plan Laura Keehan, Parks Planning & Design Manager, presented the draft work plan. No additional changes were made. The discussion was completed. 7. REPORTS A. North Capitol Campus Heritage Park Development Assoc. Committee member Jacobs reported $52,000 was included in the state budget for the Eastern Butte project. B. Artesian Leadership Committee - No report. C. Olympia Metropolitan Parks Advisory Board - No report. D. Technical Work Group for Downtown Design Guidelines - No report. E. Sea Level Rise. No report. 8. QUESTIONS OF STAFF AND FUTURE AGENDA ITEMS Ms. Keehan noted next meeting's agenda will include presentations on the 2017 OPARD Performance Report and pickleball conversions. 9.
