CALL TO ORDER Chair Hicks called the meeting to order at 5:56 p.m. 1.A ROLL CALL Present: 6 - Chair Stacy Hicks, Vice Chair Timothy Grisham, Commissioner Diana Fairbanks, Commissioner Kathy Murray, Commissioner Katie Nelson and Commissioner Katherine Williams Absent: 2 - Commissioner Marygrace Goddu and Commissioner Ron Hinton OTHERS PRESENT Arts Program Specialist Angel Nava 2. APPROVAL OF AGENDA Chair Hicks noted the text in the approval of the minutes showed January 11 instead of February 8. The agenda was approved as amended. 3. APPROVAL OF MINUTES 18-0174 Approval of February 8, 2018 Arts Commission Minutes Attachments: OAC 2.8.18 Minutes The February 8, 2018 minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS 18-0175 Recommended Designs for 10 New Olympia Public Art Traffic Boxes City of Olympia Page 1 Arts Commission Meeting Minutes March 8, 2018 Ms. Nava shared the Traffic Box Wrap Public Art election results and the top 10 vote recipients among the 65 submitted images. She noted votes were down almost 1/3 from the most recent vote (for the Eastside boxes). Staff had some thoughts - perhaps because these boxes are to be broadly placed, not so much a specific geographic area, there was less "regional" interest. Or perhaps the novelty has worn off. Vice Chair Grisham acknowledged both of those concepts may have played a part. He pointed out Facebook has done a major restructuring and that the vote might have been affected by a change in algorithms that may have made our page less accessible to the public. He suggested cross-promoting more via the City's Twitter and Instagram accounts in the future. Commissioner Nelson moved, seconded by Commissioner Fairbanks, to forward the recommendation to City Council of 10 designs for the Traffic Box Public Art Project. The motion passed. 7. REPORTS 18-0118 Policy & Program Recommendation Reports 1.1 Municipal Art Plan to City Council - Ms. Johnson reported Board and Commission work plans will be presented to the General Government Committee on March 28. 1.2 Music Out Loud - Everything looks to be on track for installation by Arts Walk. 1.3 City Gateways - The Commission team shared the agenda for a meeting with the Northwest Neighborhood Association on March 29. The intent of the meeting is to gather context information to help share the project Call for Art. 1.4 Arts Center Support - No report. 1.5 Support Creative District - No report. 1.6 Commission Retreat/Work Session - Event planning for the May 10 retreat will happen at the work session 5pm, April 12 1.7 Expressive Enhancement of Downtown - Ms. Johnson shared the draft public art framework for the pedestrian improvement project at Legion and Franklin. She noted Ms. Sollod will be continuing on with the design team to 100% design completion, and there will be several more opportunities for public input. 1.8 Proposal for Arts Organizations Granting Program - The work group again made changes to the draft, which they feel is ready for legal review with staff. The report was received. 18-0119 Arts Program Support Reports 2.1 Arts Walk 54 & 55 - Ms. Nava shared a snapshot of the new map design. Commissioners Fairbanks, Williams, Murray and possibly Vice Chair Grisham have volunteered to deliver maps April 13/14. 2.2 Public Art Assessment - Ms Johnson will provide condition report binders at the April meeting. 2.3 Arts & Heritage Day at the Capitol - No report. City of Olympia Page 2 Arts Commission Meeting Minutes March 8, 2018 2.4 Traffic Box Mural Wrap Public Art Project - See Business Items. 2.5 Percival Plinth Project - Council approved the Arts Commission sculpture recommendation for 2018 on March 7. 2.6 Poet Laureate - All is in order for the poetry stamping during the isthmus improvements. Ms. Solomon-Minarchi has planned for youth poetry participants at Arts Walk, and has worked with staff to update the timeline for the new Call for Poet Laureate. 2.7 Implementation of Temporary Display of Art at City Hall & Programming - Ms. Johnson shared that having staff install each exhibition will mitigate the need for the curator to carry insurance. The City is currently considering the need for an extra insurance policy to cover the loaned artwork while on display at City Hall. 2.8 Northwest Public Art Conference - No report.
