CALL TO ORDER Chair Hicks called the meeting to order at 6:01 p.m. 1.A ROLL CALL Present: 6 - Chair Stacy Hicks, Commissioner Frederick Dobler, Commissioner Diana Fairbanks, Commissioner Marygrace Goddu, Commissioner Ron Hinton and Commissioner Kathy Murray Absent: 3 - Vice Chair Timothy Grisham, Commissioner Katie Nelson and Commissioner Katherine Williams OTHERS PRESENT Mayor Cheryl Selby Assistant City Manager Jay Burney Senior Planner Amy Buckler Kendra Dahlen of the Athena Group 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 18-0348 Approval of March 8, 2018 Arts Commission Minutes The minutes were approved. 4. PUBLIC COMMENT Emily McHugh introduced herself as an artist with String and Shadow Puppet Theater. 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. Ms. Johnson noted Arts Program Specialist Angel Nava was awarded a full-ride scholarship to the Americans for the Arts Conference in Denver in June. City of Olympia Page 1 Arts Commission Meeting Minutes April 12, 2018 Commissioner Hinton announced that due to an increased travel schedule, he would be stepping down from the Arts Commission following the April meeting. Commissioners, the Mayor and staff thanked Mr. Hinton for his service to the community, and he in turn, shared his appreciation for the opportunity. Ms. Yoke shared a bit about her background, and her enthusiasm about joining the Arts Commission. 6. BUSINESS ITEMS 18-0281 Downtown Strategy Update Ms. Buckler provided an update on the Downtown Strategy, noting the intent to add 5,000 residents to the downtown core over the next 20 years. She shared updates on City efforts to meet the goals of the Strategy and the inventory of private projects recently completed, currently underway or possibilities for the future. The report was received. 18-0283 ArCH Draft Report Review Mr. Burney kicked off the ArCH discussion, providing background information about the steps completed to date, the team, Stakeholder and Resource Committees. He reminded Commissioners about his previous visit, to review the draft recommendations, and noted the final report is just a first step of a process that will move on to scope and work plans, given Council approval. Mr. Burney and Ms. Dahlen collected feedback from Commissioners on the draft ArCH report, based on the following prompts: 1) Did we capture your input correctly? 2) What, if anything, is missing from your perspective? 3) Do the recommendations make sense based on what you heard from the Stakeholders and your discussions? 4) Does the layout of the report flow well? 5) Concerns/Suggestions/Edits to consider for final version 6) Other comments/questions/input to consider? The schedule for the remainder of the process follows: April 12 - Arts Commission Review & Comment on DRAFT April 18 - ArCH Resource Committee Review & Comment on DRAFT April 25 - General Government Committee Update April 25 - Heritage Commission Review & Comment on DRAFT May 22 - FINAL Report Delivered to Council (this is also the meeting where Council provides direction on moving foward with Creative District recognition). REPORTS 18-0270 Policy & Program Recommendation Reports 1.1 Municipal Art Plan to City Council - Chair Hicks reported out from the annual General Government Committee meeting with Board and Committee Chairs. She noted the Commission Work Plan and Public Art Plan will go to Council on April 17. 1.2 Music Out Loud - Ms. Johnson reported the mosaics were installed, the agreement for music services with the Olympia Downtown Alliance was complete, and the Mayor will participate in the dedication on April 28. 1.3 City Gateways - Commissioner Faribanks noted the work committee reviewed the draft Call for Art and the information provided at the March 29 Northwest Neighborhood Association meeting, facilitated by staff and Vice Chair Grisham. Planning Commissioner Carole Richmond was also in attendance at that meeting. 1.4 Arts Center Support - Commissioner Hinton noted the Olympia Artspace Alliance (OAA) recently completed their 2018 space inventory. Ms. Johnson reported OAA President Kris Tucker has agreed to provide Commissioners an update at their May retreat. 1.5 Support Creative District - No report. 1.6 Commission Retreat/Work Session - Commissioners shared the agenda for the May 10 retreat, from 4-8 p.m. at The Olympia Center, Room 100. 1.7 Expressive Enhancement of Downtown - No report; however Ms. Johnson shared the Arts and Culture Approach outline for the West Bay Park Master Plan developed by public artist Carolyn Law. Commissioners were in agreement with the approach. 1.8 Proposal for Arts Organizations Granting Program - The item has been moved to the June 27 General Government meeting. The report was received. 18-0271 Arts Program Support Reports 2.1 Arts Walk 54 & 55 - No report. 2.2 Public Art Assessment - Ms. Johnson distributed condition report binders. 2.3 Arts & Heritage Day at the Capitol - Complete. 2.4 Traffic Box Mural Wrap Public Art Project - Council approved the Arts Commission recommendation on March 27. Staff is moving forward in the process of fabrication and installation. 2.5 Percival Plinth Project - Ms. Johnson shared the proposed placement of sculpture along Percival Landing. There is a good possibility the Isthmus Park improvements will be completed by the time of sculpture installation, so staff have planned for two populated plinths at that location. 2.6 Poet Laureate - No report. 2.7 Implementation of Temporary Display of Art at City Hall & Programming - No report. 2.8 Northwest Public Art Conference - Complete.
