1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.

The minutes were approved.
4. PUBLIC COMMENT
James Reddick, PARC Foundation, announced REI has donated $5,000 for the Teen
Adventure program. Mr. Reddick was awarded the Washington Recreation & Park
Association (WRPA) Volunteer Citizen Citation Award.
Bob Jacobs stated the City should not be reluctant to use eminent domain to acquire
park land.
5. ANNOUNCEMENTS
- Committee welcomed new members Kyle Guzlas, Rhianna Hruska and Kim Murillo.

Committee
- Isthmus Park Improvements are underway.
- Earth Day is scheduled for April 21 at 10:00 a.m. at Priest Point Park Shelter 4.
- South Sound Maritime Heritage Association and OPARD will unveil new historical
markers on Percival Landing on June 4.
- The art piece Philosopher has been installed at LBA Parks at the entrance to the
Woods.
6. BUSINESS ITEMS
6.A 18-0379 Annual Performance Report and CAMP Report
Parks, Arts and Recreation Director Paul Simmons presented the 2017 Parks, Arts and
Recreation Performance Report which outlines significant accomplishments for the
department and reports progress made on performance measures. The Capital Asset
Management Program (CAMP) Report is new for 2017. It highlights the maintenance
projects that were completed during the year. Both reports were distributed.
The report was received.
6.B 18-0380 Pickleball Update
Parks, Arts and Recreation Associate Director Jonathon Turlove presented a proposal to
convert two tennis courts at Woodruff Park to six pickleball courts. The tennis courts are
scheduled to be resurfaced in 2019 and the pickleball conversion will be included as part
of the resurfacing project.
The report was received.
6.C 18-0381 Letters of Support for 2018 Park Grant Applications
Committee member Guzlas recused himself from voting due to a work conflict.
The Committee voted in support of the proposed grants and will write letters
of support to be attached to the grant applications. The motion carried by
the following vote:
Aye: 6 - Chair Ruth, Committee member Hruska, Committee member Jacobs,
Committee member Milliern, Committee member Murillo and
Committee member Olnick
Absent: 2 - Vice Chair Clark and Committee member Benson
Recused: 1 - Committee member Guzlas

process. The Committee will meet at West Bay Park.
