1. CALL TO ORDER
The meeting was called to order at 6:01 p.m.

The agenda was approved.

3.A 20-0541 Approval of June 18, 2020 Parks and Recreation Advisory Committee
Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
Chair Ruth explained that three written comments were received regarding park impact
fees from K. Messmer, B. Jacobs and T. Holz. Two written comments were received
from R. Hastings related to the need for more tennis courts on the westside of Olympia.
5. ANNOUNCEMENTS
Staff shared updates related to COVID-19 and parks, as well as shared some recent
park construction updates. Chair Ruth described a recent walk on Percival Landing for
seniors. Committee member Sandy mentioned connections she is making with local
cognitive and physical disability groups. Committee member Cearns shared that he
encountered trouble using Engage Olympia on his mobile device.

6. BUSINESS ITEMS
6.A 20-0631 2021-2026 Capital Facilities Plan (CFP) and Capital Asset Management
Plan (CAMP)
Finance & Policy Coordinator Tammy LeDoux and Senior Engineer Jake Lund provided
an overview of the Parks Chapter of the proposed 2021-2026 Capital Facilities Plan
(CFP). The Committee asked questions about projects. Ms. LeDoux explained that at the
September meeting PRAC will direct the Chair to write a letter to City Council and the
Planning Commission with PRAC's recommendation on the parks chapter of the CFP.
The report was received.
6.B 20-0602 Park Impact Fee Update
Parks Planning & Maintenance Director Jonathon Turlove provided an overview of
different ways to calculate park impact fees. He explained this was an initial briefing and
he will bring the topic to a future meeting for further discussion.
The discussion was completed.
6.C 20-0601 Outdoor Adult Fitness Equipment & Fitness in Parks during COVID-19
Restrictions
Mr. Turlove provided an overview of the types of outdoor adult fitness systems that exist,
and the feedback he received from several parks departments that have experience with
this equipment. The Committee discussed various options and would like to ask the
public about these features in the Parks Plan update. Program Manager Veronica
Gemmell described several of the adult fitness classes and programs offered in the
recreation department.
The discussion was completed.

4. PUBLIC COMMENT
Citizens should email public comments to Laura Keehan (lkeehan@ci.olympia.wa.us) at least two hours
prior to the start of the meeting. Written public comments will be emailed to all committee members.
